The vendor is required to provide will audit the city’s financial statements for the fiscal years ending September 30, 2025, 2026, and 2027 with an option to extend the engagement for each of the two (2) subsequent fiscal years.
- City department has the authority to initiate and submit all input documents (e.g. Reports of cash receipts, authorization and requests for cash disbursements, journal entries) for processing by accounting.
- The city controller is responsible for the following functions: general ledger accounting, payroll, accounts payable, accounts receivable, and fixed assets. Monthly billing for water, sewer, and sanitation service is performed by the utility billing office, which reports to the finance director
- Work papers will include trial balances, journal entries with back-up documentation, fixed assets and depreciation schedules, and so on.
- The management staff who will be assigned to this contract, including engagement partners, managers, other supervisors and specialists must be licensed to practice as certified public accountants in the state
- Ideally, such staff should have governmental auditing experience as demonstrated by a combination of education, certification, field experience and professional certifications.
- Engagement partners, managers, supervisors, and specialists assigned to the city's account in the proposal may be removed from the city's account if those persons leave the firm, are promoted, or are assigned to another office.
- The city also desires the auditor to provide an "in-relation-to" opinion on the combining and individual fund financial statements and supplementary schedules based on the auditing procedures applied during the audit of the general purpose financial statements.
- The audit of the fiscal year's financial statements, the auditor must issue a report on the fair presentation of the financial statements in conformity with generally accepted accounting principles and a report on internal control based on the auditor’s understanding of the control structure and assessment of control risk.
- A reportable condition will be defined as a significant deficiency in the design or operation of the internal control structure, which could adversely affect the organization's ability to record, process, summarize, and report financial data consistent with the assertions of management in the financial statements.
- The auditor must ensure that the city mayor and council, city manager, and finance advisory committee, finance director and city controller, are informed of each of the following:
• The auditor's responsibility under generally accepted auditing standards and government auditing standards.
• Significant accounting policies.
• Management judgments and accounting estimates.
• Significant audit adjustments.
• Other information in documents containing audited financial statements.
• Disagreements with management.
• Management consultation with other accountants.
• Major issues discussed with management prior to retention.
• Difficulties encountered in performing the audit.
- Audit work timing preliminary audit work should occur and be concluded prior to September 30 of each year, except for the first year; post-closing work may commence on or about November 30; the resource must be completed each year in time for submission to the agency; as the latest acceptable deadline for submission is march 31, the city report must be completed no later than march 15 unless otherwise mutually agreed.
