Financial Audit Services

The vendor is required to provide from qualified independent certified public accounting firms to conduct an examination and to render an opinion on the comprehensive annual financial statements of department for the year ending June 30, 2025.
- The auditor(s) must express an opinion on the fair presentation of the financial statements in accordance with the indicated auditing standards.
- The auditor shall determine whether all funds appropriated for department use or otherwise intended to be made available for department use were, in fact, transferred to department, received by department, and disbursed by department for the operation of its programs in accordance with rules, regulations and policies applicable thereto.
- The required reports on internal controls, the auditor shall communicate any reportable conditions found during the audit.
- a reportable condition shall be defined as a significant deficiency in the design or operation of the internal control structure, which could adversely affect the organization’s ability to record, process, summarize and report financial data consistent with the assertions of management in the financial statements.
- These audits are to be performed in accordance with generally accepted auditing standards as practiced in the country and in accordance with:
• Government auditing standards issued by the comptroller general of the country
• Office of management and budget circular a-133, audit of states, local governments, and
non-profit organizations
• The single audit act of 1984, as amended
• Official code of state, annotated, title 31, as applicable to county boards of public health
• All applicable provisions of policies and procedures of the department
• The governmental accounting standards board.
