The vendor is required to provide financial audit services include but are not limited to preparation, review, and submittal of annual comprehensive financial report/financial transaction report (ACFR), schedule of expenditures of federal awards (SEFA), special district financial transactions report, single audit reports, identifying recommendations related to audit findings, and communication with governing board.
- Single audit shall include but not limited to federal expenditures for district operations, air quality monitoring, incentive program, permit program, and any other programs as required or requested by district.
- Annual comprehensive financial report (ACFR) and special district transaction report contractor shall conduct an audit of the financial statements to include its governmental activities, business type activities, its blended component units and discretely presented component unit, each major fund and the aggregate remaining funds information of district, for each fiscal year, which collectively comprise district basic financial statement.
- The auditor shall also apply certain limited procedures consisting principally of inquiries of management regarding the methods of measurement and presentation of the required supplementary information.
- The auditor is not required to audit this information or express an opinion on it.
- Each annual audit will include a letter to management (management letter) even when there no deficiencies in internal control or material weaknesses.
- Provide the contractor required records, documentation and supporting documents within its possession, as well as provide a listing of sponsors and contacts for awarded project funding as applicable.
