- Express an opinion on the fair presentation of the library’s financial statements in accordance with generally accepted accounting principles (GAAP), and the audit shall be conducted in accordance with generally accepted auditing standards (GAAS).
- Audit report and providing a management letter to the library’s board of trustees.
- Audit responsibilities
• Provide technical guidance on the implementation and interpretation of new governmental accounting standards board (GASB) pronouncements, as needed;
• Communicate audit findings and recommendations in a clear and actionable manner;
• Coordinate with the library’s finance team to ensure timely completion of audit fieldwork and reporting deliverables.
- Content requirements
• Include a copy of the firm’s current license to practice public accounting.
• The engagement partner, managers, and on-site staff who will be assigned to the audit.
• Include a list of the ten largest audit engagements completed by the office assigned to this engagement for the fiscal year ending December 31, 2025.
• Include a list of library clients audited by the assigned office within the past five years.
• The firm’s proposed audit approach, including the overall methodology, timeline, and communication strategy.
- Include pricing for two audit scenarios:
• Scenario a, in which dcl prepares the financial statements, footnotes, and supplementary information, including updates for GASB statements 68, 75, 87, and 96.
• Scenario b, in which dcl prepares the financial statements, footnotes, and supplementary information excluding GASB statements 68, 75, 87, and 96, and the audit firm prepares the GASB-related content.
