The Vendor is required to provide certified public accountants and other consultants who wish to provide accounting and other analysis related services primarily for the financial analysis of captive insurance companies licensed by the department and consumer affairs, state insurance division, captive insurance branch, are invited to apply.
- Professional service is scheduled to begin during fiscal year 2026 (July 1, 2025 to June 30, 2026) into fiscal year 2027 (July 1, 2026 to June 30, 2027) and may extend into fiscal year 2028 (July 1, 2027 to June 30, 2028), and includes but not limited to, financial analysis and surveillance of captive insurance companies, including risk retention captive insurance companies.
- Other projects and services may be needed to assist the insurance commissioner to carry out his duties relating to captive insurance companies.
- Services include:
• Proven experience in performing risk-focused financial analysis of risk retention captive insurance companies in accordance with the association financial analysis handbook.
• Familiarity with the laws and regulations of the state revised statutes and state administrative rules.
• Proficiency with statutory accounting principles and generally accepted accounting principles as they may apply to risk retention captive insurance companies.
• Certified public accountant and/or certified financial examiner on staff to be assigned to the project.
• Maintain and keep in-force professional liability insurance.
• Must be in good standing in the state.
• For financial analysis of captive insurance companies prioritized as troubled, and/or in run-off, rehabilitation or liquidation, proven experience with risk retention captive insurance companies in such situations, is required.
