The Vendor is required to provide to update and modernize the provincial disaster financial assistance program (PDFAP) guidelines to complement the new federal disaster financial assistance arrangements (DFAA).
- The modernization will address present-day challenges posed by increasing disaster frequency and severity, improve administrative efficiency, ensure equitable support for affected communities, and cater to state unique geographical and economic needs.
- The modernization will streamline operations and improve communication and coordination between provincial, municipal, and federal stakeholders.
- The modernization of the PDFAP guidelines will include the following key tasks:
1. Review Existing Guidelines
• Conduct an in-depth review of the current PDFAP and new federal DFAA guidelines.
• Analyze disaster financial assistance programs from other provinces, territories, and jurisdictions.
Identify gaps, best practices, and areas for improvement.
2. Stakeholder engagement
• Engage with key stakeholders, including provincial/federal departments, municipal governments, first nation’s communities, emergency management officials and disaster recovery experts.
• Gather feedback on the current PDFAP and identify needs and expectations for the updated program.
3. Draft modernized guidelines
• Develop draft guidelines for limits, application processes, and accountability mechanisms.
• Ensure guidelines are clear, transparent, and accessible.
4. Consultation and revision
• Develop and facilitate a consultation process to review the draft guidelines.
• Incorporate partner and stakeholder feedback into the revised guidelines.
5. Finalization of guidelines
• Finalize the updated PDFAP guidelines, ensuring they are comprehensive, user-friendly, and aligned with both provincial and federal requirements.
• Include all necessary appendices, definitions, eligibility criteria, and process flows.
6. Implementation plan development
• Develop a comprehensive implementation plan to ensure the successful adoption of the updated guidelines.
• Outline communication strategies for stakeholders, and technology integration recommendations, such as digital claims platforms and tracking systems.
