The Vendor is required to provide financial advisor to provide full-spectrum advisory services including, but not limited to:
1. Strategic Financial Planning and Market Analysis
• Advise on macro/microeconomic trends and bond market dynamics affecting District.
• Provide quarterly or as-needed economic updates and timing considerations for facility financings.
2. Financing Strategy and Debt Management:
• Recommend optimal debt structures and financing strategies based on coverage, duration, reserve requirements, and call features.
• Conduct stress tests on debt service coverage.
• Evaluate non-bond alternatives for capital needs, ensuring full transparency on cost of capital and net usable proceeds.
3. Management of District Credit Rating:
• Develop and implement strategies to improve and maintain investment-grade rating.
• Coordinate rating agency engagement and site visits.
4. Bond Issuance Services:
• Provide guidance on the method and timing of sale.
• Coordinate with bond counsel, disclosure counsel, underwriters, and other financing team members.
• Prepare documentation, coordinate credit enhancements and insurance, and manage the closing process.
5. Compliance and Reporting:
• Monitor changes in laws, IRS regulations, and arbitrage compliance.
• Advise on rebate calculations, continuing disclosure, and financial policies.
