The vendor is required to provide financial consulting services that may be required over an anticipated multi-year period consist of the following:
• Manage an integrated storm water program financial and user fee rate model, including modifications and updates based upon city review and feedback;
• Apply the financial and user fee rate model in evaluation of storm water program scenarios;
• Develop financial pro-forma statements and make modifications as required to reflect alternative scenarios;
• Review the storm water management division’s financial policy and financial position and make recommendations associated with utility financial management guidelines;
• Perform program cost of service studies associated with varying extent and level of service options;
• Evaluate storm water utility user fee rates, rate structures, and charges associated with varying extent and level of service options;
• Develop and recommend future funding and financing options for the storm water capital improvement program;
• Provide consulting support for potential future revenue bond sales to support the capital improvement program, including preliminary feasibility studies and pre-revenue bond program planning;
• Provide general utility financial consultation services
• Conduct program financial bench marking and performance metrics development, review, and evaluation for continued internal tracking and for comparison to peer storm water utilities.
- Review and development of future funding and financing options for the storm water capital improvement program
• This task may include support for potential future revenue bond sales to support the growing storm water capital improvement program, including preliminary feasibility studies and pre-revenue bond program planning.
• Financial consultant may have contact with finance and other city departments, as well as other parties associated with the city, such as the citywide financial advisor, bond counsel and debt underwriters.
• Ideal providers will have extensive experience with publicly owned and operated storm water utilities, their operations, rate structures, and debt coverage models.

• This task may include support for program bench marking studies and evaluations, review of key performance indicators and other program metrics, and program-level strategic planning.
