The vendor is required to provide financial and economic analyses related to real property negotiations.
• Provide professional financial services to assist the city in developing economic analyses on an on-call basis related to real property negotiations.
• Financial review and analysis of developer proforma to ascertain the accuracy and feasibility of the financial model to construct, sell, or lease proposed mixed-use, mixed-income, market-rate, and affordable housing developments.
• Make recommendations on restructuring the proposed financial model if necessary and provide alternative financing resources to support the development of the specified project.
• Support staff in meetings with developers to present the city's concerns and address questions regarding financial and pro forma shortfalls.
• Respond to city staff inquiries on matters of financial and economic analyses and impacts on city resources from proposed development projects or alternatives.
• Attend meetings of the city and its staff and make presentations to the city council, boards or commissions, and the public as needed.
• Real estate market and financial feasibility analyses for residential, mixed-use commercial, and industrial projects.
• Economic and financial data gathering and analyses; assessment (including demographic research) and report writing related to specific geographic areas, industries, or sites.
• Participation in formal and informal planning and managerial discussion, negotiations, and presentations with developers, owners, architects, and community officials.
• Ground lease strategies and options.
• Lease economic review.
• Tenant sourcing.
• Operational and financial risk assessments.
• Highest, best use evaluations.
• Assist with disposition strategies.
