1. Intermediate Accountant
• Assist higher level Accountants in the maintenance or analysis of financial records
• Interpret and analyze financial data
• Establish and maintain financial journals, accounts, ledgers, and records within an automated Enterprise Resource Planning (ERP) financial system environment
• Allocate revenues and expenses among funds
• Reconcile accounts on a periodic basis to other accounting systems
• Prepare financial statements, grant reports, or other financial documents
• Maintain and reconcile fixed assets or inventory records
• Have an understanding of Generally Accepted Accounting Principles (GAAP) and have some demonstrated ability to apply GAAP
• Prepare schedules, tables, graphs, and other exhibits for interim and final audit reports
• Advise management on methods to improve accounting or other operational procedures
• Provide training as required
• Communicate fiscal issues effectively with division/program staff
• Develop ad hoc fiscal reports to meet user needs

2. Advanced Accountant

• Have knowledge of and demonstrated ability working with accounting systems or financial programs

3. Independent Auditor – Manager
• Certify audit reports and issue opinions on financial statements prepared by the firm’s employees
• Supervise complex auditing duties which require the knowledge and application of professional auditing theories and principles
• Plan audits, develop an audit strategy and approach utilizing risk assessment techniques, certify oversight, provide conclusions and recommendations in accordance with Generally Accepted Auditing Standards or Generally Accepted Government Auditing Standards, or International Standards for the Professional Practice of Internal Auditing (as applicable)
• Advise management on methods to improve accounting or other operational procedures
• Inform State Agency management of any identified concerns or suspicions of possible internal control deficiencies, fraud, material errors/misstatements, or intentional program violations
• Provide oral testimony in the prosecution of audited entities
• Analyze, interpret, and apply rules, contracts, and agreements with internal or external implications
• Evaluate the adequacy and make recommendations on accounting policies and procedures

1. Business Process Associate
• Help clearly define, analyze, and develop strategic business goals and lay out a roadmap to implement those goals
• Identify an agency or program’s strengths, weaknesses, opportunities, and threats
• Articulate business change strategy goals and objectives
• Identify the tasks required and the process to implement goals and objectives and to facilitate change management
• Collect information and business requirements to use in development of new systems and reengineering of legacy processes or systems
• Directly report to State managers, delivering presentations on the need, recommended steps, and overall timeline of the reengineering of the business process
• Study the State or Agency’s current business process in order to make recommendations
• Help identify potential business process improvements and develop recommendations for improvements or reengineering of current workflow process
• Recommend improvements to realign and restructure business processes
• Assist in developing business cases and providing financial justification for long-term business performance improvement measures
• Provide training as required
2. Business Process Manager
• Help clearly define, analyze, and develop strategic business goals and lay out a roadmap to implement those goals
• Identify an agency or program’s strengths, weaknesses, opportunities, and threats
• Articulate business change strategy goals and objectives
• Identify the tasks required and the process to implement goals and objectives and to facilitate change management
• Collect information and business requirements to use in development of new systems and reengineering of legacy processes or systems

• Monitor progress of lower Business Process consultants, including reviewing and approving all recommended changes or improvements
• Provide training as required
3. Change Management Consultant
• Help outline a structured approach to address the people and organizational risks inherent in any change effort to optimize business benefits
• Assist with the implementation, planning, and development of desired strategic organizational or business changes
• Assist the State in providing analysis of program development to meet strategic change goals
• Coordinate and document the methodologies utilized in the change process in order to improve overall State business processes
• Provide training as required
4. Facilitation Consultant
• Assist groups in achieving defined meeting objectives
• Demonstrate effective active listening skills
• Provide structure and process to group meetings using foundational skills noted above
• Assist in group decision-making processes
• Enhance group effectiveness and efficiency through facilitation techniques focused on problem identification, problem solutions, and decision making
• Communicate effectively with diverse and multidisciplinary teams including public sector professionals and private citizens
• Mediate challenging discussions and divergent viewpoints; address disruptive and challenging behaviors
• Guide groups through proven processes and through basic understanding of group dynamics and interrelationships
• Recognize when to intervene in a group process in order to ensure that group stays on track to meet identified goals and objectives
• Report findings, meeting summaries, and process outcomes including recommendations
• Behave in an ethical manner; indicate any possible or perceived conflict of interest
• Engage in pre-meeting work with State representatives to help facilitate development of the meeting framework with shared understanding of meeting objectives, approaches, and expectations so that meeting conveners and facilitator are in sync
• Provide the skills necessary to use effective meeting processes to help a group focus on the substance of their work together, function efficiently, and make high-quality decisions including such foundational skills as:
o Initiating – Helping a group to get warmed up and action started
o Regulating and focusing– Keeping track of progress on accomplishing meeting objectives, agenda, and process status, negotiating group structure to accomplish tasks, keeping track of time
o Supporting – Engage all participants, acknowledge and build on ideas and suggestions, be attentive and response to group needs, encourage respect for all participants and their contributions.
o Generating ideas – Provide a structure in which participants can provide their best ideas, engage in meaningful dialogue, and categorize or prioritize as the meeting objective warrants, assist in group decision making processes
o Use of facilitation tools – Be able to use facilitating tools as appropriate to the objectives of the meeting, e.g. brainstorming, flowcharting, fishbone diagram, interrelationship graphing, etc.
o Evaluating – Test for possible consensus, examine practicalities, assist group in critiquing their work as appropriate
o Problem solving – engage the group in working to develop solutions and resolve problems of content or process
o Summarizing and closing – revisit decisions and consensus and unresolved issues, seek final clarity on issues, reiterate “parking lot” issues, elicit closing remarks and agreement on the ending status of the group for that meeting
• Engage in debriefing activity with State representatives to ensure that comprehensive meeting evaluation is completed considering all aspects of the meeting
• Collaborate with State personnel throughout all pre-planning, facilitation and debriefing to address meeting needs and support achievement of defined goals
