The vendor is required to provide audit and revenue recovery services related to municipal on utility services, including electric, fuel oil and kerosene, LP gas, manufactured gas, natural gas, and water.
- These authorities allow municipalities to levy taxes on the purchase of utility services, including:
• Electric
• Fuel oil and kerosene
• Liquefied petroleum (LP) gas
• Manufactured gas
• Natural gas
• Water
- Requirement:
a. Audit and compliance review
• Conduct desk and field audits of municipal remittances submitted by utility service providers.
• Analyze historical payment data to detect anomalies or noncompliance with the city code.
• Confirm that tax amounts are calculated based on the appropriate local tax rates and service classifications.
b. Revenue recovery and identification
• Identify taxable accounts and service locations within the city's jurisdiction that have been misclassified, omitted, or inaccurately reported.
• Calculate potential recoverable revenues and assist in securing underpaid or unpaid taxes.
• Support the city in communicating findings and negotiating resolutions with utility providers, when applicable.
c. Boundary and address verification
• Utilize GIS mapping, address-matching, and jurisdictional validation tools to verify whether taxable utility services were provided within the city limits.
• Reconcile provider address records with city parcel and boundary data to ensure tax applicability is accurately assessed.
d. Reporting and deliverables
• Provide detailed audit reports that document methodology, findings, and recovery estimates.
• Deliver written summaries of identified issues and recommended corrective actions.
• Prepare and present findings to city staff, and if necessary, to city council or other leadership bodies.
e. Municipal and statutory coordination
• Demonstrate fluency with the legal framework governing municipal, including state statutes and the code of ordinances.
• Work closely with the city's finance and procurement departments to ensure proper interpretation and application of all governing laws and policies.
