The Vendor is required to provide Auditing Services in furtherance of a five-year workplace culture audit.
- The goal of the audit is to evaluate the fairness, consistency, and transparency of City workforce management practices, including promotions, discipline and workplace culture, and to provide actionable recommendations that support a safe, fair, respectful, inclusive, productive and supportive workplace culture within the City.
- Auditing procedures in the manner(s) herein described:
• Obtain and review personnel, payroll and disciplinary records
• Review promotion records, including qualifications, applications and approvals
• Conduct confidential interviews or surveys with current and former employees to assess workplace culture and perceptions of fairness.
• Compare disciplinary actions and promotions against internal policies and applicable laws, including the 18-month look back limitation for disciplinary matters
• Analyze reports, policies, and practices related to nepotism, harassment, and workforce ethics
• Research best practices for managing workplace allegations and improving organizational culture
• Document findings and provide recommendations for policy adjustments, process improvements, or legislative actions as needed.
- The Audit Period in focus is a five-year period from January 1, 2019 to December 31, 2024
