The vendor is required to provide accountant and financial consulting services requested include, but are not limited to the following:
• Provide operational and financial advisory services related to utility industry standards for operations, including but not limited to
• Metered revenue captured customer service billing and collection systems
• Customer service system work order utility industry practices
• Capital project execution and monitoring at a financial level
• Support capital financing and existing debt management with bond counsel
• Work with commission’s engineers, financing advisors and others related to capital projects and funding
• Provide accounting, budgetary, financial and long-term plan advisory services
• Produce monthly and balance of year forecast of revenue and expense and monthly/yearly changes is cash balance.
• Inspect financial transactions and records to ensure that concerned regulations and accounting procedures are observed.
• Advise on legislative changes which may require record changes during the year.
• Provide a minimum of one employee on a part-time basis 7 – days a month to assist the commission’s finance team preparing statements, and audit reporting.
• Provide a minimum of one employee on a part-time basis to assist remotely with calls, meetings, and reporting as required.
• Attending agency monthly commissioner’s meeting and attending commission committee calls.
• Reviewing and recording expense invoices, and preparing reports of costs and other financial summaries and statements, maintaining the general ledger and all books of account, reconciling checking accounts and preparing checks from those accounts.
• Compiling financial and other statements and reports using basic data.
