The Vendor is required to provide an independent CPA firm to perform disproportionate share hospital (DSH) audits.
- Certification of the audit would include a review of the state’s audit protocol to ensure that the federal regulation is satisfied, an opinion for each verification detailed in the regulation, and a determination of whether or not the state made DSH payments that exceeded a hospital’s specific DSH limit in the medicaid state plan (MSP) year under audit.
- The certification will also identify any data issues or other caveats that the contractor identifies as impacting the results of the audit.
- Must review the criteria of the Federal audit regulation and complete the verification, calculations and report under the professional rules and generally accepted standards of audit practice.
- The State included all Medicaid payments, including supplemental payments, in the calculation of such hospital specific limits; and,
- All staff assigned to the project, including subcontractors, must have a minimum of one (1) year of experience with generally accepted accounting principles and financial statement auditing standards with specific expertise in state and federal medicaid, medicare and DSH policies, regulations and statutes.
