Storm Water Rate Study and Financial Feasibility Report Services

The Vendor is required to provide to conduct a comprehensive stormwater rate study and develop a financial feasibility report services.
- Project Understanding and Objectives
•    Evaluate the current stormwater utility revenue structure.
•    Identify and project future funding needs for operations, maintenance, capital improvements, and regulatory compliance.
•    Ensure the stormwater rate structure is fair, equitable, and legally defensible.
•    Provide recommendations for rate adjustments or new rate structures that support long-term financial sustainability.
- Data Collection and Review
•    Review existing stormwater management plans, capital improvement plans (CIP), budgets, rate ordinances, and utility billing data.
•    Gather GIS data, impervious surface information, and parcel data.
•    Evaluate historical and projected operation and maintenance costs.
•    Assess regulatory requirements and their financial impacts.
