The vendor required to provide financial examiner and analyst to perform such levels of professional service as necessary to assist in the department’s regulatory oversight of insurers in state.
- Examiner and analyst:
• Must have CFE (certified financial examiner) designation from the society of financial examiners (SOFE) and hold a bachelor’s degree, preferably in accounting or finance from an accredited college or university, with 6-10 years of exam experience preferred.
• When assigned as a reviewer, the contractor’s duties shall include reviewing analyses and examination work papers and reports, overseeing appropriate procedures and adherence to statutory and general accounting principles, facilitating resolutions of difficult analyses and examination issues and ensuring compliance with all commissioner, statutory and department guidelines.
• Provide the commissioner or division director written documentation of all significant analyses and examination issues, material findings and communications with insurers and insurers’ service providers.
- Examiner in charge:
• Contractor shall conduct complex examinations of commissioner accredited insurers in accordance with laws and regulations, commissioner accreditation program standards and department guidelines.
• Duties include but are not limited to conducting financial examination in accordance with the commissioner risk-focused approach, developing, presenting and discussing findings, making recommendations to the department for corrective actions and internal procedures and policies, and testifying in administrative hearings or other legal proceedings.
• Duties may also include scheduling, training, review or supervision of analyses and examinations procedures, reviewing new regulations and laws or other assigned duties necessary to facilitate the department’s regulatory oversight in a manner as to ensure the solvency and compliance of insurers.
• The examiner in charge is responsible for the completion of the examination report.
- Certified financial examiner and analyst:
• Conduct complex examinations of commissioner accredited insurers in accordance with laws and regulations, commissioner accreditation program standards and department guidelines.
• Duties include but are not limited to conducting financial examination in accordance with the commissioner risk-focused approach and commissioner analysis, developing, presenting and discussing findings, making recommendations to the department for corrective actions and internal procedures and policies, and testifying in administrative hearings or other legal proceedings.
• Duties may also include scheduling, training, review or supervision of analyses and examinations procedures, reviewing new regulations and laws or other assigned duties necessary to facilitate the department’s regulatory oversight in a manner as to ensure the solvency and compliance of insurers.
- Associate examiner (AFE) and no designation:
• Duties shall also include assisting the certified financial examiner and analyst, examiner in charge, and reviewer with establishing schedules related to analysis and other projects, reviewing quarterly and annual statement analysis, overseeing appropriate procedures and adherence to statutory accounting principles, facilitating resolutions analysis issues, and ensuring compliance with all commissioner accreditation and statutory guidelines.
• Responsible for keeping the certified financial examiner and analyst, examiner in charge, and reviewer and the division director apprised of all significant issues and material adverse findings.
