The Vendor is required to provide comprehensive, project-specific auditing, accounting, and financial management services to support various State agencies on an as needed basis.
- Work may include financial audits, compliance audits, internal control reviews, accounting analyses, cost evaluations, and recommendations tied to specific state projects, programs, or funding initiatives.
- Work may involve evaluating the allow ability and allow ability of costs, reviewing documentation for federal reimbursement, supporting federal fund reporting requirements, assisting with grant management and closeout activities, preparing audit-ready documentation, and identifying areas for improved financial controls and program performance.
- Perform a wide range of services including financial audits, compliance audits, internal control assessments, performance reviews, cost and expenditure analyses, and accounting support for State-funded, federally funded, and mixed-funded programs.
- Provide timely, accurate, and well-documented reports; maintain complete work papers; communicate regularly with State staff; and deliver professional expertise that supports strong fiscal stewardship, compliance, transparency, and accountability across State programs.
- Funding Sources
• Work may involve State-funded, federally funded, or blended-fund projects, including but not limited to grants, federally reimbursed programs, capital projects, and special programs.
- Financial Audits
• Evaluate the accuracy, completeness, and presentation of financial statements or project financial summaries.
• Review accounting records, transactions, journal entries, and supporting documentation for proper classification and compliance.
• Verify reconciliations, balance sheet integrity, and compliance with accounting principles.
• Identify material misstatements, irregularities, or deficiencies.
- Compliance Audits
• Evaluate compliance with federal, state, and funding-source requirements.
• Review adherence to grant agreements, contract provisions, program rules, and regulatory guidance.
• Assess procurement compliance, cost allow ability, eligibility, matching contributions, and reporting compliance.
• Identify questioned costs and provide documentation to support findings.
- Internal Control Assessments
• Review internal controls over financial management, reporting, compliance, and safeguarding of assets.
• Evaluate access management, documentation processes, and risk mitigation controls.
• Perform walkthroughs, testing, and risk assessments.
• Recommend improvements that strengthen internal controls and reduce fraud risk.
- Performance/Operational Audits
• Assess program operations, efficiency, and cost-effectiveness of activities.
• Analyze resource utilization, risk areas, and performance metrics
• Provide actionable recommendations for improving operational outcomes.
- Cost and Expenditure Reviews
• Assess appropriateness, allow ability, allocability, and reasonableness of expenditures
• Review and validate cost allocation methodologies.
• Identify variances between budgeted and actual expenditures and analyze underlying causes.
• Review supporting documentation for completeness and accuracy.
