Special Education Audit Services

The Vendor is required to provide independent consultants or organizations to conduct a comprehensive audit of the district’s special education programs, services, and systems.
- Requirement:
1. Document and data review
• Policies, procedures, and administrative guidelines
• Data collection measures
• IEP samples and compliance documentation
• Staffing and caseload data
• Budget and expenditure reports (including high-cost placements)
• Discipline, attendance, and achievement data for students with disabilities
• Previous audits or monitoring reports
2. Program evaluation
• Continuum of services across all grade levels (Prek–12)
• Inclusion practices and least restrictive environment (LRE) implementation
• Specialized programs (e.g., autism, behavioral, life skills)
• Transition planning and post-secondary supports
3. Stakeholder engagement
• Parents and guardians
• Students (as appropriate)
• Teachers and service providers
• Building and district administrators
• Board of education representatives (if requested)
4. Compliance review
• Identification timelines and procedures
• IEP development and implementation
• Service delivery alignment with IEPs
• Procedural safeguards and parent communication
• Monitoring of due process and complaint history
5. Staffing and organizational analysis
• Caseload analysis across roles (teachers, related services, paraprofessionals)
• Organizational structure and leadership effectiveness
• Recruitment, retention, and certification alignment
6. Fiscal review
• Analysis of cost drivers (transportation, outplacements, contracted services)
• Efficiency of resource allocation
• Opportunities for cost containment without compromising quality
7. Equity and disproportionality analysis
• Identification rates by race and ethnicity, language status, and disability category
• Discipline disparities
• Access to inclusive opportunities and advanced coursework.
