The Vendor is required to provide design phase assistance and complete construction services to construct a new pre-k – 8 elementary school on an undeveloped site approximately 14 acres
- The Construction Manager Risk will provide the following pre-construction services that will include, but are not limited to the following:
• Key project personnel shall attend regular meetings with the district and the architect to review project status, review design and update the construction cost estimate.
• Consult with the district and architect regarding site use and improvements, phasing of the various projects, selection of materials, building systems and requirements; firm shall make suggestions on which systems are most cost-effective.
• Conduct value engineering including estimates of alternative designs, procedures or materials, preliminary budgets and possible economies. (Proposed value engineering options identified during pre-construction services must be approved in writing by the district prior to inclusion in the GMP).
• Prepare and periodically update a preliminary project schedule for the Architect’s review and the
District’s approval. At a minimum this schedule shall be updated on a monthly basis.
• The firm shall coordinate and integrate the preliminary project schedule with the services and activities of the district, architect and CM @ risk; as the design proceeds, the preliminary project schedule shall be updated (at a minimum on a monthly basis) to indicate proposed activity sequences and duration, milestone dates for receipt and approval of pertinent information, and submittal of the guaranteed maximum price (GMP) offer.
• When the construction documents are 85% completed the cm @ risk shall propose a guaranteed maximum price (GMP), which shall be the sum of the estimated cost of the work and the construction manager’s fee and general conditions.
• The GMP will be in accordance with plans and specifications and any authorized value engineering solutions; any deviations from these documents must be submitted in writing to the architect and the district for approval prior to the acceptance of the GMP.
• Furthermore, the CM@RISK contractor will provide in detail all items included in the general conditions with the associated itemized costs for approval by the district.
• The district reserves the right to accept and/or reject any items included in the general conditions.
• When design documents are complete, the firm shall prepare a detailed cost estimate with supporting data; the project will not proceed until the cost estimate is within the specified budget limits.
• During the preparation of the construction documents, the CM@RISK shall update and refine the cost estimate when the plans are 100% complete; if the estimate exceeds the approved budget, the cm shall make recommendations to the district and architect to reduce the cost of the project; in no case will the project be allowed to exceed the project budget, except for change orders requested by the district.
• The firm shall recommend to the district and architect a schedule for procurement of long lead time items that will constitute part of the work as required to meet the project’s schedule.
• The CM@Risk will have full budgetary responsibility from the design phase through the establishment of the GMP on the project.
• The CM@Risk will assist the district and the architect with all city and municipal submittals, attend all meetings and participate in negotiations.
• The CM@Risk will provide a bidders list of subcontractors qualified to perform the work; a minimum of three qualified bids will be required for each subcontractor bid package; the subcontractor bid list must be reviewed and approved by the architect and the district.
• The CM@Risk will market the project to qualified subcontractors and suppliers to generate a high level of participation in the bidding process by the subcontractor community.
• utilizing drawings and specifications prepared by the architect, the CM@Risk will prepare bid packages for each subcontractor category for each phase of the work; the CM@Risk will manage and document the bid process; all subcontractor pricing and bid results will be documented and provided to the architect and the district; at their option, the architect and the district may be present when bids are received and opened by the CM@Risk.
