- Review of existing data and processes
• Review relevant existing information as it pertains to the department inventory of assets, including, but not limited to, previous evaluations, condition assessments, lifecycle maintenance records, and financial reports.
• The flow of how data is collected, used, and updated from field to portfolio to support asset management.
• Analyze the data and documentation to identify trends, risks, and opportunities for improvement, utilizing examples of industry standards.
- Stakeholder engagement
• Facilitate workshops and interviews with department staff to gather input on asset management needs and priorities.
• Present findings and recommendations to department staff for feedback and discussion.
- evaluate deferred maintenance deficit
• The reasonableness and results of the department methodology for calculating current replacement value (CRV) of its asset portfolio.
• Develop a methodology for calculating the department deferred maintenance deficit (DMD), based on industry standards, current market rates, and historical data.
• The developed methodology to calculate deferred maintenance on department assets.
• evaluate the financial and operational risks associated with the DMD.
• Develop a strategy for the department to navigate self-validating CRV and DMD calculations, and how to analyze the market to ensure current values are accurately reflected.
- Assessment of inspections program
• Evaluate existing program including the frequency at inspections are conducted, the team’s capacity to manage them, and the specialized expertise required to carry out these inspections.
• Evaluate existing methodologies for inspections.
• Validate system requirements for inspections data capture.
• Identify potential risks or inconsistencies with the existing program and opportunities for improvement based on best practices
- Development of asset management planning framework
• Review existing asset inventory that was captured in the DMD calculation.
• Review asset data is compiled to support forecasting.
• Review the prioritization framework to rank deferred maintenance work.
• Develop a framework for asset management planning, based on capital and operating requirements identified in the DMD exercise, with asset category specific short, medium- and long-term horizons, be up to 25 years.
• Support systems integration mapping by providing the detailed requirements for portfolio planning and reporting.
• Incorporate strategies for the ongoing monitoring, review, and adjustment of the asset management plan.
• Incorporate industry best practices, regulatory compliance, and alignment with the organization’s overall strategic goals.
• Conduct a risk assessment to identify potential risks associated with asset failures and maintenance practices, and strategies for mitigating identified risks.
- Recommendations
• Develop recommendations for addressing deferred maintenance, implementing asset management plans, and enhancing the inspections program, with a proposed action plan, timelines, and budget considerations.
- Reporting and documentation
• Prepare a comprehensive report detailing findings, recommendations, and a proposed implementation plan.
• Deliver presentations to department senior management summarizing key findings and recommendations.
