The vendor is required to provide to supply and deliver property assessment services.
- Core services:
• Complete valuation update of the assessment roll for the 2026 to 2028 tax years (2025 to 2027 assessment years).
• Investigate all assessment complaints, explain the assessment process, investigate problems, and defend the assessments.
• Answer inquiries from ratepayers by phone, email, or in person within no more than three (3) business days.
• Attend open houses, ratepayer meetings, and council meetings when the municipality requests.
• Forward an electronic copy of the completed assessment roll to the town in a format compatible with the town’s assessment and taxation software, and provide ad hoc reports of data contained in the assessor’s CAMA system.
• Complete an annual assessment update for issued building permits by reviewing building and renovation permits, demolition permits, and other development and construction related information; on a “per permit” basis, ensure values assigned on the assessment roll accurately reflect the content of permits and other documents and physical changes to properties
• Properly maintain and manage the electronic database, including backups completed at least once weekly and stored off-site in a locked and secured location.
• Complete a re-inspection cycle of all properties at least once every four (4) years, including digital photographs of all buildings to be stored in the electronic database.
- Computer-Assisted mass appraisal systems:
• Provide comprehensive computer-assisted mass appraisal (CAMA) software and all subsequent hardware required to provide the assessment service at the respondent’s sole cost.
• Provide any data conversion at the respondent’s sole cost, which may occur due to differing versions of CAMA software.
• Provide the annual assessment electronically in a format compatible with the town’s tax base software.
• Provide security for all assessment data through regular backups; any system malfunction that results in loss of assessment data or requires re-entry of assessment data will be remedied at the sole cost of the respondent. - Property inspection:
• Provide a schedule of property inspections, including cyclical inspections of existing properties and annual inspections of new development.
- Public relations
• Address ratepayer assessment questions and concerns promptly.
• Provide direct communication (telephone or email) to address day‐to‐day questions from ratepayers.
• Conduct on-site interviews with ratepayers on request.
• Deal with the media only in concert with representatives from the town.
