The vendor is required to provide to conduct building condition assessments (BCAS) on three municipally owned buildings.
- Include for services:
a) Building condition assessment
• Visual inspection and evaluation of all building elements, including foundation, structure, envelope, roof, windows, and doors
• Evaluation of mechanical, electrical, and plumbing systems, including HVAC performance and lifespan
• Review of building code compliance and general safety issues
• Documentation of current deficiencies, hazards, or areas of concern with photographic evidence
• Include preventative maintenance strategies and recommendations that aim to reduce long-term repair costs and extend the lifecycle of major building components.
b) Accessibility evaluation
• Assess existing conditions related to accessibility, including access to entrances, interior circulation, and washrooms.
• Review compliance with relevant codes
• Provide practical recommendations for upgrades to improve accessibility for people with disabilities.
• Provide a phased approach to accessibility upgrades, ensuring compliance with universal design best practices while considering budget constraints.
c) Heritage review
• Identify and document any heritage attributes and character-defining elements.
• Evaluate building alterations for compatibility with original design.
• Provide recommendations for maintenance and restoration in alignment with conservation principles
• Suggest opportunities for formal heritage designation or inclusion in a municipal heritage register.
d) Repair prioritization and cost estimation
• Prioritize required repairs into three timeframes: immediate (0–1 year), short-term (1–5 years), and long-term (5–10 years), with clear justifications for each.
• Develop a 10-year capital renewal and maintenance forecast.
• Provide cost estimates for all identified needs, including accessibility and heritage-related work.
• Include a lifecycle cost analysis for major systems and components (e.g., roof, HVAC, envelope) to support future budgeting decisions and total cost of ownership assessments.
e) Reporting
• Deliver a comprehensive report for each building.
• Include an executive summary, assessment findings, photos, cost tables, prioritization schedule, and recommendations.
• Submit editable electronic copies of the reports in pdf formats.
• Attend town council meetings, if needed.
