The Vendor is required to provide several steps towards improving asset management for Water Services, focused on governance, Levels of Service, performance, financial planning, risk identification, asset lifecycle strategy, and data and information management.
- Expected skills and competencies include advisory services, project management, change management, workshop facilitation, business analysis and process development, data collection and analysis, and technical reporting
- Activities such as planning, delivery of infrastructure, operations and maintenance, and performance management, which are performed by various divisions within the Utility, all contribute to effective asset management.
- Services Required
• Asset Assessment Planning: Develop strategies for assessing condition, obsolescence, and performance of linear and vertical assets. This could include development of condition assessment strategies, facility-based asset management plans, and procedures for various asset classes.
• Risk & Criticality Analysis: Facilitate risk assessments and criticality evaluations using standardized likelihood and consequences of failure criteria. Leverage these assessments to improve asset assessment programs
• Asset Register Implementation: Guide the selection, testing, and rollout of a comprehensive asset register and hierarchy and work with staff to pilot, test and implement the asset register.
• Decision Support System: Support the design and implementation of tools that enable data-driven capital planning.
• Process Optimization: Review and standardize asset management workflows, roles, and data requirements thereby driving continuous improvement.
• Performance Tracking: Create tools and processes to monitor asset management service levels and utility performance metrics.
• Capital Planning Support: Provide input based on asset information and remaining life of asset to enhance decision-making frameworks for long-term infrastructure investment.
