Property Management Services

The vendor required to provide property management services to set up and operate various rent-to-own (RTO) programs in affordable and mixed-income housing projects owned or developed by the state.
- Objectives
•    Ensure safe, well-maintained residential environments;
•    Support tenant households in achieving financial readiness and mortgage qualification;
•    Facilitate sales transactions of condominium units to program participants;
•    Ensure compliance with corporation program rules, affordability requirements, and fair housing obligations;
•    Coordinate with the association of unit owners (AOUO) management and third-party professionals; and
•    Submit accurate and objective reporting and accounting records to corporation on a regular basis and as requested.
- Services will include property management, marketing, leasing, participant screening, program compliance, financial administration, coordination with third-party professionals, and support for household transition into homeownership. 
- Programs shall be administered in accordance with applicable statutes, corporation rules governing assisted sales and lease programs, and affordability and resale controls associated with corporation housing programs.
- Marketing and leasing units under RTO program(s) and for conveying program requirements to prospective applicants, including eligibility criteria, program timelines, coordinating homeownership counseling, financial preparation expectations, and the requirement to purchase the unit within the program term.
- Program records, participant information, and financial data shall be maintained in compliance with state requirements, including confidentiality and fair housing laws.
- RTO programs are as follows:
•    21 condominium units owned by corporation in a 153-unit condominium building in country.
•    An undetermined number of other potential projects on various islands. 
•    These projects are anticipated to consist of condominium buildings (in their entirety) which corporation or a developer working on behalf of corporation will develop in the near future.
