The Vendor is required to provide capital needs assessment to inform planning, capital investments and actions needed to achieve optimal performance and maximum useful life of major building components and systems.
- Requirement:
• Performance of a targeted physical needs survey of each property in the portfolio, listing the major work items within the categories listed below, and providing detailed information regarding:
o The overall physical condition of the property;
o An identification and prioritized listing of the property’s immediate critical and non-critical repair needs; and
o An estimate of the repair and replacement costs associated with each identified need
• Expected repair, replacement, and major maintenance needs over a 20-year time frame, broken down into one-year, five-year, ten-year, and 20-year intervals.
• This element of the physical needs assessment shall include the estimated itemized cost of each identified work item, including labor, and adjusted for inflation.
• The evaluation will include the following physical categories:
1. Site condition
o Driveways and parking area
o Sidewalks and exterior stairs
o Retaining walls
o Fencing, gates and railings
o Landscaping and drainage
o Site lighting
o Trash enclosures
o Accessibility
2. Exterior building condition
o Roof, drainage, vents, parapets, flashing, and soffits and fascia
o Windows, storefront systems and doors
o Visible foundations
o Walls
o Lighting
3. Building systems
o Heating, air condition and ventilation (HVAC)
o Natural gas service and distribution
o Electrical service and distribution
o Fire protection
o Fire suppression
o Plumbing service and distribution (domestic water supply, storage, and wastewater)
o Elevators
o Trash compactors.
