Municipal Court Audio and Visual Recording System

The vendor is required to provide that municipal court audio and visual (A/V) recording system for the municipal court.
- A critical tool for recording and maintaining court proceedings, in its entirety or some of its parts may have reached the end of its lifecycle and require modernization to enhance reliability, functionality, and compliance with current legal and technological standards.
- The current system has multiple parts installed over the years in the 1980s, 1990s, and 2000s.
a. the space consists of the following equipment:
• 8 wired mics
1. Preference to reuse equipment but wireless optional
2. Reuse mounted television, clerk’s pc, and HDMI
• Additional audio equipment presents
1. Manual audio controls to record, playback, pause, and delete as necessary
• Surround sound/amplification within the court for gallery and ADA compliant needs for the same
b. The groundwork and turn key capability for closed captioning (optional)
• Through the television screen already in use or through additional screens if necessary
c. Audio and visual component with docket visibility (tv/screen)
• Audio and visual component with docket visibility (tv/screen)
1. Creating access for hearing or visually impaired or those who need language accessibility through visual aid.
- Includes for services:
1. Assessment
• Conduct and evaluation of the existing a/v system.
• Identify and document current deficiencies and requirements for upgraded system.
• Identify current equipment that can be reutilized to reasonably keep the costs down.
2. System design
• Propose a modern a/v solution that includes hardware, software, and network components.
• Ensure compatibility with existing courtroom operators and systems.
• Address needs for redundancy, reliability, and scalability.
• Propose wireless option(s). currently, the number of wires on the floor is covered by a carpet and is not optimal for handicapped access and general functionality.
3. System implementation
• Procure, install, and configure all required hardware and software.
• Provide cabling, power management, and mounting solutions as necessary.
• Ensure integration with courtroom equipment such as microphones, cameras, displays, and control systems.
4. Testing and training
• Conduct rigorous testing of the new system to ensure functionality and performance.
• Provide training for courtroom personnel on system operation and maintenance.
a. The municipal court prefers in-person training sessions.
5. Support and maintenance
• Offer ongoing technical support and maintenance services.
a. Vendors are expected to disclose warranties for all equipment and proposed a maintenance agreement.
• Provide documentation, including user manuals, handbooks, and system schematics.
• Label every part of the equipment.
- Digital audio and video recording:
a. The court must have direct access to all audio/video files
• The court must have complete autonomous direct access to all files without the help or assistance from vendor and software
• System/software must be capable of converting audio and video signals from all courtroom microphones and have the ability to add cameras.
• All recording files must be capable of being edited to splice/isolate as necessary for records on playback.
1. Software must be able to access a digital recording using rewind, fast forward, search by timestamp, and other direct access methods to enable a system operator to quickly find passages of interest
2. Playback quality: system must play the recording back at a sufficient quality level to enable the preparation of a complete, true, and correct transcript.
• All data must be available for retrieval via digital file
1. Any medium used to transfer the digital recordings to transcriptionists utilizing industry accepted medium so replay of the recording is readily available upon request
