The vendor is required to provide voice and audio recording of non-unionized professional employment equity, diversity and inclusion (EEDI) talent, to support non-advertising video production, on a as and if requested basis.
- Video accessibility services including (but not limited to): captioning; live captioning; transcription; audio description; revision; translation and subtitling; integration and alignment; on a as and if requested basis.
- Voice talent and video accessibility services are required for following non-advertising videos:
• Corporate and event videos (live and pre-recorded);
• Social media creatives (video, gif, animation);
• Informative videos (federal elections, by-elections, corporate);
• Educative videos;
• Training videos; and
• Other (various)
- Voice talent
• agency english and French professional EEDI talent, both male and female voices.
• Provide accurate and timely quotes for each recording session and obtaining approval from the project and technical authority, prior to securing the work with the selected talent.
• Connect, engage and manage the selected talent to schedule recording sessions
• Where work is performed by sub-contractors, managing, and ensuring quality control of sub-contractors’ work, including the work by the talent
• Coordinate with the talent to obtain provide audio files, clean the audio files, and provide it in the appropriate format to the project/technical authority (mp4).
• Ensure payment directly to all sub-contractors / voiceover talent.
• The selected takes to the project/technical authority according to timelines in the approved project schedule.
• Other considerations:
a) The video projects resulting from this contract will not contain any security information.
b) If country is required to produce videos for internal purposes which requires security clearance to access, or that would contain this type of information, the voiceover would be completed within the organization, via country internal creative services team.
c) The project and technical authority is responsible for providing final scripts in all language required to the service provider and contractor prior to the recording session.
d) Project and technical authority and other relevant participants identified by the project and technical authority participate in the live and virtual recording sessions to provide guidance to the talent and select the takes that meet the expectations.
e) Country will have all the rights and IP on the selected and approved audio takes for an unlimited time.

• Country project manager will participate in decision-making throughout the project.
• The products must be developed in consultation with the project/technical authority and project team.
• Frequent communication in person, by phone, by email or other remote forms of correspondence will prevent unnecessary surprises and misunderstandings, thereby avoiding unnecessary project delays and redundancy of effort
• Video accessibility services include videos with and without voiceover, on-screen text only.
• Contractor must be able to deliver all required services under tight and changing deadlines to meet country mandate requirements.
1. Specifications
- Voice talent
• Propose at least four (4) potential EEDI talents (tow (2) males/two (2) females) in both languages, based on the script and tone of the video project, and as well as their respective audio sample to assist the project and technical authority in its selection.
• Must be included with each voice talent:
i. Audio mix for video integration
ii. Retake session options, if required.
• Video accessibility services
a) Subtitle, caption and live caption files must be provided or be able to be provided as requested in the following formats:

• The contractor must be equipped to receive and deliver audio and video and accessible files as listed above, in a timely and secured manner: ftp, web transfer or other.
• Coordination and project management services must be provided with all services and deliverables above.
- The final files and working files must be produced in adobe premier pro and after affects and be delivered with all their linked files and mp4 and mov, electronically or on an external disk drive compatible with country equipment.
- The contractor must be able to receive and produce the audio files, accessible videos mentioned above quickly and in a secure manner, if this is by ftp or by online transfer or otherwise.
