The vendor is required to provide training videos guidance documents and user guide services:
a. Provide the following to the successful proposer:
• The template/style guide (color, fonts, branding, etc.) for all documents
• Completed gap analysis that will help inform the task priorities.
• Screen shots for agency guidance documents.
• Manual updates
• Subject matter experts to assist with the creation of the content.
b. State procurement manual update
• Legislative changes as identified by department state procurement services (SPS)
• Ensure all references to “orpin” are changed to “agency” and if needed adjust the language around these changes for readability.
• Embed agency micro learnings into the manual
c. Agency guidance documents
• Suppliers (vendors) (approximately 5 guidance documents).
• State agencies, for all user roles (approximately 22 guidance documents).
• Department SPS specific tasks (approximately 10 guidance documents)
• Program members (approximately 8 guidance documents).
• Reports (approximately 4 guidance documents)
1. The successful proposer shall also be responsible for the following:
• Convert pre-existing draft guidance documents to accepted branding standards provided by department SPS.
• Update existing documents to reflect quarterly releases in agency.
• Creating guidance documents for agency business processes specific to the stat.
• Submitting draft documents to department SPS for review and comment prior to finalizing.

• Setting up price agreements
• Creating purchase orders
• Invoices
• Invoicing
• Creating credit memos
• Posting notices
• Processing intergovernmental agreements
• Posting bid solicitations
• Ordering off of price agreements
• Processing receipts
• Requisitions
• Agency account & user maintenance
• Search tips and tricks
• Responding to bids
• Creating catalogs
e. Agency digital user guide (“guide”)
• Background information on agency.
• Link to the manual.
• Be easily maintained by department SPS.
• Department SPS will maintain the guide once its completed and do any long-term maintenance that is needed.
• Be organized in an efficient manner that enables user to easily find and access information.
• If the guide references previous sections or sections later in the document, that those references are active links and will take the user to those sections directly.
• Where appropriate, include a screen shot of the appropriate agency page to assist users in completing an agency function.
f. Project management
• Monitor project progress.
• Solve issues that may arise.
• Ensure project is on time and budget.
• Work with the agency’s project manager or contract administrator.
