Banking Services

The vendor is required to provide banking services and a prepaid debit card program from a qualified financial institution.
- Provide child support services that promote the well-being of children and families.
- The financial institution shall provide normal banking services associated with a public funds demand deposit account and analysis services.
- The financial institution shall assign a single primary account representative for banking issues.
- The financial institution has image quality requirements beyond the industry standard, they need to clarify what is different.
- The financial institution shall provide division with copies/images of deposited checks upon request, at no charge.
- The financial institution must provide services to process incoming and outgoing domestic and international wire transfers.
- Division shall not be liable for checks that have been fraudulently altered or have forged endorsements while utilizing fraud protection services.
- The financial institution shall ensure the existing division automated clearing house (ACH) credit and debit batch templates will transfer in their entirety (be importable) into the contractor’s bank system.
- The online banking must provide the minimum services:
• Allow access by multiple users in various locations at the same time;
• Ability to control user access to accounts and services;
• Ensure division accounts are secure and protected;
• Maintain positive pay systems to prevent fraud;
• Provide account and general ledger reconciliation;
• System created remittance file for incoming payments resulting from division -initiated ach debit transactions;
• Ability to create, manage, save, and reuse ach database templates;
• Ability to view and manage division account activity
• Ability to transfer money between accounts;
• Allow authorized users to initiate both domestic and international ACH and wire transfer.
