Investment Management Services

The Vendor is required to provide for a consultant investment management service to manage its financial portfolios.
- Services to be performed include:
• The consultant may place orders for the execution of transactions with or through such brokers, dealers, or banks as the consultant may select.
• The consultant is authorized to give such brokers and dealers all instructions that it deem appropriate in connection with the actions it is authorized to take as provided herein.
- The consultant’s risk management team shall perform the following:
• Assure investment policy committee (IPC) risk perspectives are consistent across strategies and portfolios.
• Establish process and procedures to implement broad risk changes quickly and effectively across strategies and portfolios.
• Anticipate and monitor risks at both the macro and micro level.
• Assess alpha opportunities on a risk-adjusted basis across the entire investment universe.
• Conduct “what if” assessments before making changes to portfolio allocations, including but not limited to agency cash flow forecast and needs.
• Verify that agency portfolios are within the strategy’s risk parameters.
• Proactively and live monitor risk positions.
• Measure risk pre- and post-trade to assure sound portfolio construction.
• Utilize proprietary and third-party “best-in-class” external risk systems to make changes accurately and effectively to portfolio risk exposures.
• Dedicate independent resources to agency assigned team.
- Agency will appoint a custodian to take and have possession of the assets of the account and advise the custodian in writing to accept instructions regarding trades from the consultant.
- Agency shall give such instructions, including specific instructions regarding securities transactions, to the consultant in writing, including by wire or electronically, and if given orally, shall be confirmed in writing as soon as practicable.
