The Vendor is required to provide payment processing services and related ancillary services for payments made to the department’s subdivisions and tax programs.
- The current Payment Processing Services contractor has supported agency and Tax payment processing for many years.
- Currently, payments can be made via multiple channels: walk-in P2PE POS terminals, an online portal, IVR systems, and near-NFC for tapand-pay at POS via Apple Pay and Google Pay.
- Credit Card transactions will be processed in entirety to include cardholder data entry, through transaction completion, with resulting information communicated back to agency systems.
- Tax & Rev does accept, process or store credit card data, including PAN's within Tax & Rev information systems.
- Public Online Web Portal/Online Payment Processing
- Electronic services will interface with all Tax & Rev and/or its subdivisions’ system(s) and with all current and future subdivisions within the Department to allow customers/taxpayers to make online payments using a debit/credit card.
- Any associated fee to the cardholder must be clearly stated before confirming the payment transaction, and the cardholder must be allowed to discontinue and cancel the transaction in its entirety.
- Online Processing Requirements
• Capture Payment Details (any cardholder data, including PANs, will be captured entirely on vendor-hosted systems and processed through completion).
• Obtain Authorizations For Payment Amounts.
• Provide Rejection Scripts For Non-Authorized Transactions.
• Allow Voids and Cancellations to be initiated from Tax & Rev system(s)
• Transmit Data to Tax & Rev via Secure Electronic Submission, such as, not limited to, E-Mail, Electronic File, or HTTPS Encryption.
• Exchange Data using XML, JSON, Secure Web Services APIs or any Tax & Rev approved secure services to communicate with the Service Provider.
• Have System Interfaces available for viewing transactions and reports and downloading in standard file formats (provided by the State) when applicable.
• Make the computer code changes needed for integration with the Tax & Rev System(s), TAP, GenTax, and Tapestry.
- Reports will be customizable by the Department based upon the data collected during the transaction.
- Reports will be accessible by the Department, regardless of whether they are created for or transmitted to the Department or Customer.
- Reports will be correctable, in the event of an error, and include a disclaimer that the report has been corrected for audit purposes.

- Certain Reports can be saved, scheduled to run, and sent/saved daily by email.
