The vendor is required to provide consulting services in procurement of a public safety system including computer aided dispatch and police records management system (CAD/RMS) in accordance with the enclosed specifications.
- Conduct a needs assessment:
1. Perform a complete and thorough needs assessment and requirements study of existing public safety operations as they relate to the project.
2. Host work sessions with representatives from multiple pertinent user groups to compile assessments and requirements.
3. Include in the analysis both functional and technical requirements.
4. Include in the assessment diagrams, flowcharts, and text that fully document and explain existing processes and procedures.
5. Identify in the assessment technology gaps/deficiencies in the existing system that affect user ability to perform their jobs in the most efficient and effective manner.
6. Identify paper-driven processes that shall be targeted for automation with the new system.
7. Recommend policy changes based on the assessment results that are needed to fully meet user needs.
8. Provide a written analysis and recommendation based on findings in the needs assessment and requirements documented as to the ability for the system to be a hosted and SaaS solution vs. an on-premises solution.
9. Document all necessary system interfaces, including pertinent specifications of said interfaces.
10. Document all reports generated from existing systems, their purpose, and deficiencies that exist that hinder the best use of the reports.
11.Draft all documentation such that it can be included in a rfp solicitation with little modification.
- Provide project planning:
1. Work closely with the project executive steering committee and project steering committee, which are comprised of representatives of identified stakeholders.
2. Assist in compiling and drafting project planning documents, including, but not limited to, project plan (work breakdown structure), project scope, current state architecture diagrams, risk management plan, communications plan, training plan, and project schedule.
3. Participate in regular bi-weekly project planning meetings.
