The vendor required to provide computer aided dispatch and records management system (CAD/RMS) solution that improves workflow, accuracy, and communication across public safety agencies.
- The system must support the operational needs of both jurisdictions while allowing each county to maintain separate CAD and RMS incident numbering and reporting.
- CAD and RMS project requirements:
1. Core system requirements
•    CAD and RMS functionality for law enforcement, fire, EMS, and emergency management operations.
•    Separate configuration for bath county and highland county incident numbering. 
•    Secure data storage, retrieval, and audit capability. 
•    Integrated mapping and GIS support. 
•    Maintenance access to historical and legacy data. 
•    User-friendly interface appropriate for high-stress, multitasking communications environments.
2. Mapping requirements
•    Mapping functionality within the CAD system.
•    GIS data is ingested, maintained, and updated.
•    Often mapping data updates occur and who is responsible for updates.
•    Support for ESN, address points, centerlines, boundaries, and ng911-compliant GIS layer
•    GIS must be fully Esri ArcGIS pro compliant
•    GIS must be able to process live Esri feeds
3. Ng911 support
•    The system supports next generation 911 (ng911) operations.
•    Any integrations with ng911 call handling equipment.
•    Ng911 services offered by the vendor, including location accuracy enhancements, multimedia support, and regional interoperability.
4. Call assignment and reporting
•    Assigns calls to agencies within each county.
•    Supports multi-jurisdictional dispatching.
•    Allows user configuration of response plans, notifications, and unit assignments.
•    Generates reporting separated by agency and county.
5. CAD reporting
•    Standard reports.
•    Custom report development options.
•    Export capability (e.g., excel, pdf)
•    Automated or scheduled reporting features.
6. Evidence management (RMS)
•    Chain-of-custody tracking.
•    Storage location management.
•    Barcode or RFID tagging (if available).
•    Reporting and auditing tools.
