The Vendor is required to provide, replace, and expand the existing surveillance and access control systems to consists of twenty-five (25) cameras, one (1) DVR device, and (1) monitor connected to the DVR device and one (1) monitor for viewing only. The existing access control system consists of seven (7) key fob readers, one (1) keypad access device and one (1) PC/Workstation.
- Requirements:
•Workstation shall unify the security systems using GENETEC Security Center Software.
•Bidder shall provide and install all software required to run the GENETEC Security Center.
•Required at workstation:
oOne (1) 50” monitor.
oOne (1) keyboard.
oOne (1) Mouse.
oOne (1) enrollment reader.
oOne (1) wall mount.

- Furnish and install a standalone, “turnkey”, non-proprietary, digital based, video surveillance system for the building as follows:
- Building Surveillance systems requirements:
•Video System:
oAll video surveillance devices and cameras shall be in compliance with NDAA section 889.
oBe ONVIF conformant products.
oExisting cable shall be replaced with Plenum rated Category 6 (CAT 6) cabling.
oThe video system shall be designed using IP cameras and use GENETEC Security Center software.
oThe components of this system shall provide the Court with flexibility for expansion now and in the future.
oThe components shall be upgradable and swappable without requiring mass replacement of all components.
oThe system shall not have any connectivity to external networks or Judiciary IT networks.
oSystem monitoring and controlling shall only be available through the vendor provided workstation and not allow any remote access.
- NVR Shall provide:
•Support sixty-one (61) cameras.
•Be compatible with GENETEC Security Center software.
•Be connected to the workstation/monitor in the room to allow direct viewing.
•Allow for a choice in settings for thirty (30) days of continuous recording on all cameras and to record on motion. (e.g., it may be set to record on motion at certain times during the day and continuously recording all other times).
•Have capability to automatically overwrite its oldest content to store new recordings.
•Have video recording compression at H.265 compression.
•Provide flexibility for expansion now and in the future.
•Be installed inside of a lockable cabinet.
- Cameras shall provide:
•Be vandal resistant, specifically able to withstand blows to housings and/or lens covers without interrupting the video.
•Support 16:9 video.
•Support minimum 30 frames per second.
•Support minimum of four (4) megapixel resolution.
•Operate over a Power over Ethernet network.
•Use Plenum rated CAT 6 cabling for installations.
•Be from the same manufacturer (model).
•Be supported by the GENETEC Security Center.
•Be from one (1) of the following manufacturers:

oAxis Communications,
oBosch,
oHanwha Tec win (Samsung),
oMob tix,
oPelco,
oSony,

oVivotek.
