The vendor is required to provide that safety and security services for engaging state-based small businesses within the sector and developing a tailored export training program to help these businesses successfully enter the market.

- Program objectives:
• Equip state businesses with comprehensive knowledge of the safety and security market
• Ensure participating businesses have a comprehensive understanding of how to export their product and/or service.
• Develop a pipeline of businesses that are ready to export and are eligible.
- Outreach and recruitment:
• Participant outreach: conduct statewide outreach to identify and enroll state-based companies that meet the following eligibility criteria:
o For-profit entity
o state incorporated with significant operations in state.
o Meets state small business administration (SBA) size standards
o At least one (1) year in operation
o state company with goods or services of U.S. origin, or at least 51% U.S. content
• Marketing and promotion: develop marketing materials to share with agency for broader outreach efforts.
• Industry engagement: Attend relevant industry trade shows and purchase lists (as needed) to connect with potential participants. All contacts made and lists purchased will be provided to agency.
• Program participants: All companies recruited for the training must apply to participate in the training via the agency step portal. no companies will be permitted into the training program without agency approval. The awardee will consult with agency during the company selection process
- the training must include the following, at a minimum:
• Export training program development: Design a comprehensive training program focused on key aspects essential for success in the market, including:
o Market selection: To assess the market for export viability
o Compliance: Ensuring adherence to state and trade requirements, including state export administration regulations (ear), the department of commerce control list, and international traffic in arms regulations (ITAR)
o Distribution channels: Identifying and establishing international sales channels
o Pricing strategy: developing competitive, market-specific pricing
o Logistics and customs: Addressing international shipping and customs procedures o free trade agreements: leveraging the states- city agreement
o Financing: Accessing export financing options, such as credit insurance
o Government support programs: Utilizing government resources to support exporting, including, but not limited to, go-biz step and the state commercial service (cs)
o Export plan development: Tailoring export plans to meet individual business needs
o Pitch refinement – Prepare companies to pitch to customers
- program requirements:
• Virtual delivery: Deliver all training sessions virtually to ensure accessibility for small businesses across state.
• Recorded content: Record all training sessions and share them with agency for public access and continued learning.
• Partner collaboration: Coordinate with the state commercial service for alignment with the pitch session goals.
