The vendor is required to provide for private security services, include:
• Patrol services including various sites and special evens
• Asset protection including monitoring
• Security alarm response and emergency call-out
- Patrol services:
• Perform routine mobile and foot patrols across designated areas, including parks, municipal buildings, and public spaces.
• Maintain a visible presence to deter criminal activity and instill confidence within the community.
• Clear vestibules, secure buildings, and set alarms in assigned facilities.
• Oversee the unlocking and locking of municipal sports facilities.
- Asset protection:
• Monitor municipal facilities and assets for unauthorized access, vandalism, theft, and other security threats.
- Incident response:
• Respond promptly to incidents and emergencies, including disturbances, alarms, and reports of suspicious activities.
• Coordinate with local law enforcement and first responders as required.
- Community engagement:
• Interact with community members to foster trust and address security concerns.
- Emergency call-out services:
• Emergency call-out for security guard services to the successful proponent; when responding to an emergency call-out service, the security guard(s) shall follow the direction of the designated municipal staff.
• Emergency call-out services may be required when unforeseen emergencies or events occur, and a security presence is needed; emergency call-out services may also be required when additional private security services are needed.
- Security guards requirements:
• Maintain vigilant security presence - conduct regular interior and exterior foot patrols at scheduled or random intervals, maintaining high visibility and actively engaging with the public to prevent unauthorized activities and demonstrate a strong security presence.
• Emergency response and first aid - respond quickly to emergency situations, provide first aid assistance when needed, and support emergency response personnel while following established protocols for medical emergencies, lost children, and evacuations.
• Incident management and reporting - maintain detailed duty logs and comprehensive incident reports, immediately notifying designated municipal staff of security breaches or significant incidents that require documentation.
• De-escalation and conflict management - employ proactive de-escalation techniques as the primary approach when handling potentially volatile situations, ensuring public safety while minimizing the risk of confrontation.
• Access control and facility security - restrict unauthorized access to private areas, ensure valuable assets remain secure, and maintain familiarity with building systems including fire panels and water shutoffs.
• Emergency systems knowledge - maintain proficiency with safety equipment and systems, including video surveillance equipment, fire extinguishers, and emergency protocols, ensuring readiness for various emergency scenarios.
• Protocol compliance - follow all standing operating procedures, post orders, and directives issued by the town, ensuring thorough understanding and proper execution of assigned duties.
• Public service excellence - provide exceptional customer service while representing the town, utilizing strong verbal and written communication skills in English to effectively interact with the public and staff.
• Safety assessment and reporting - identify and report irregularities or problems to designated municipal staff immediately to ensure prompt resolution of potential security concerns.
• Law enforcement liaison - when necessary, detain individuals within the scope of their license while awaiting police response, maintaining professional coordination with law enforcement personnel.
