The vendor is required to provide security services to ensure the safety and security of the college's students, staff, faculty, visitors, and property.
- Protect people, grounds, buildings, and contents from fire, theft, vandalism, trespassing, and other criminal acts.
- Safeguard the college's interests, reputation, and branding.
- Respond to emergencies and security risks in alignment with the college’s emergency response plan (ERP).
- Security staffing requirements
• On-site guards:
1. Maintain two (2) fully trained, uniformed security guards on-site 24/7/365.
• One (1) of the two (2) guard should be a team lead or supervisor equivalent on duty throughout the day (mon-Fri)
2. Guards must handle patrols, incident response, and all duties outlined.
3. Ensure guards have training in de-escalation, non-violent intervention, mental health awareness, cultural competency, customer service and proficient report writing.
• Dispatch and monitoring personnel:
1.Provide one (1) dedicated dispatch/security desk personnel on duty at all times.
2.Dispatch personnel will monitor security systems, respond to inquiries, and coordinate communication with guards, college leadership, and external emergency services.
3.Serve as the central hub for incident logging, access control, and emergency response coordination.
- Equipment and vehicle requirements
• Provider-supplied equipment:
1.Communication devices (e.g., mobile phones, or other secure tools).
2.Personal protective equipment (PPE) for guards.
3.Monitoring devices (e.g., tablets or computers) for incident reporting and system monitoring.
• Security vehicle:
1.Supply a fully operational and marked security vehicle for patrols and rapid response.
2.Ensure the vehicle is equipped with appropriate safety features and maintained in good condition at all times.
- Patrol and monitoring duties
• Regular patrols:
• Conduct regular patrols of the campus, including:
1. Academic buildings, residences, student housing complexes, parking lots, and outdoor areas.
2. High-priority areas such as restricted zones, it server rooms, greenhouses, and mechanical rooms.
ii. Provide daily parking enforcement support to parking services, includes scanning license plates, issuing tickets and arranging towing services
• Prioritize patrols based on activity levels and risk:
1. Based on trends, increase rounds in residence areas on busy nights and weekends due to higher student activity and potential for incidents.
2.Focus patrols in high-traffic and event areas during special campus events.
3.Provide additional security presence during special events, holidays, or times of increased campus activity.
4.Maintain flexibility to address emerging concerns or seasonal risks, such as end-of-term stress or late-night activities.
• Conduct security checks on restricted access zones and sensitive locations to ensure compliance with safety protocols.
- Monitoring systems:
1. Provide constant monitoring of the campus through surveillance cameras, alarm systems, and access control systems from the dispatch desk.
2. Respond promptly to irregularities and suspicious activities.
- Access management:
1. Perform daily lock/unlock procedures for all campus buildings and gates.
2. Manage access control for staff, contractors, and visitors as needed.
- "Safe Walk" services:
1. Provide safe walk services for staff, students, and visitors, responding to requests within ten minutes.
- Incident response and emergency services
• Respond promptly to all incidents, including:
1. Safety hazards, unauthorized access, suspicious activities, and medical emergencies.
2. Verbal and physical aggression, disputes, and other behavioral issues requiring de-escalation.
3. Abnormal conditions in it server rooms, greenhouses, and mechanical rooms.
• Coordinate with emergency services and provide guidance to responders during crises.
• Maintain thorough incident logs and submit reports to college leadership per established protocols.
- Communication and coordination
• Dispatch personnel will:
1.Maintain continuous communication with on-site guards to ensure coordinated responses.
2.Provide a direct communication line for students, staff, and visitors to report security concerns.
3.Establish protocols for liaising with local law enforcement, emergency medical services, and fire departments.
- Training and compliance
• Security personnel must complete and maintain certifications in:
1. Standard first aid, mental health awareness, de-escalation techniques, and non-violent intervention.
2. Emergency response protocols, including fire, bomb threats, evacuation procedures, and chemical spills.
3. Cultural competency and customer service.
• Ensure all staff comply with occupational health and safety standards, privacy regulations, and relevant legislation.
- Additional responsibilities
• Monitor and review camera footage, reporting suspicious activities and exporting video evidence to appropriate authorities.
• Provide assistance with access control, including managing lost keys, key cards, and contractor access.
• Support campus events by assisting with traffic control, parking lot management, and building access for contractors and food services.
• Assist with specialized duties such as resetting electrical breakers, handling animals in distress, and providing residence security.
• Conduct Monday-Friday courier services to the bank, post office, and other locations as required.
