The vendor is required to provide certified security guard companies for security guard services at the city hall campus and city public library locations.
- Security guards shall be responsible for all phases of building protection, including but not limited to: guarding the premises against theft, fire, pilferage, malicious injury, damage, and destruction.
- Permit only authorized persons to enter the premises, report violations of fire and safety regulations; make tours of premises, and control traffic in parking lots when required, and inspections of classified areas and/or containers.
- Concierge setting requires articulate well-groomed individual with good written and verbal communication skills.
- Security guards and security supervisors provided under this contract must be able to speak, read, and write the English language in order to communicate with visitors, prepare incident reports, handle inquiries, provide directions, resolve conflicts, etc.
- Guards shall possess professional and interactive skills to effectively respond to inquiries, directions, room reservations, conflicts, etc.
- Provide professional, polite, and courteous services to visitors and clients while helping to ensure their safety and enjoyment while visiting the city buildings.
- Observe and assist visitors, correct or report problems as appropriate; inform visitors of rules, regulations, and proper conduct while in the building.
- Ability to work well under pressure.
- Ability to respond effectively to emergency situations such as building security, fire alarm events, medical emergencies, and building maintenance issues.
- Willingness to work weekends and holidays.
- Guards shall possess the ability to make accurate decisions, carry out directions, ability to follow up, and interact with various representatives from city departments.
- Guard replacements are expected to be fully trained and require no coaching on the site.
- Provide the number of guards required for each post and each shift as specified.
- Train in advance, before assignment to the premises.
- A substitute guard force numbering at least one-half of the total guards required by the contract will be furnished without cost to the city.
- Assign trained substitute guards as replacements.
- Avoid allowing a guard to work more than 12 hours per 24-hour period or 60 hours per week without a written waiver from the city's representative or delegate.
- Provide each guard with a minimum of 24 consecutive hours off each week.
- Maintain complete hours of all hours of each guard assigned to the premises engaged in work for which payment is computed based on actual hours worked.
- Pay each guard the minimum amount specified.
- Produce documentation and reporting as specified in this agreement.
- Assign a properly dressed guard.
- Provide all invoices for normal and overtime hours; billed weekly and accompanied with a copy of the employee timesheet.
