The vendor is required to provide various security guard services, to include but not limited to; fire watch, mobile patrol, and security guard posts, as deemed necessary by opportunity home. - Provide opportunity home with the names of all security guard personnel performing under the contract.
- Hours and workdays:
• Opportunity home working hours are Monday to Friday 8:00 am to 5:00 pm. the contractor must have the ability to offer all services on a 24-hour basis.
• Opportunity home may require temporary security guard coverage on an as needed basis.
• A five (5) day notice minimum will be given to the contractor to arrange coverage for scheduled events and guard duties assigned, if allowable. unforeseen events, such as fire watch or emergencies, will require a response within 2 hours of notification.
• Opportunity home offices may be closed or have a delayed opening because of bad weather or other unanticipated reasons.
• Opportunity home will notify contractor of any closure or change in operating hours as soon as practical.
• If opportunity home provides two or more hours advance notification of such delay or closure, there will be no obligation for opportunity home to pay for scheduled hours cancelled due to closure or delay.
- Training, appearance, professionalism:
• Each security guard scheduled to provide security services for opportunity home at a property must receive one (1) hour of orientation at assigned post prior to their first shift with opportunity home.
• Orientation shall be provided by a designated opportunity home representative. upon execution of the contract, opportunity home and the contractor will arrange an orientation for each security guard proposed for this contract.
• Each subsequent approved security guard for this contract is required to attend one (1) hour of orientation at assigned post prior to the start of their first shift. t
• Non-commissioned security guards shall have successfully completed the department level ii training courses that are required for all security officers assigned to opportunity home facilities under this contract.
• Opportunity home may request proof of completion of training
• Provide sexual harassment training for security guards. opportunity home may request proof of completion of training within thirty (30) days of contract execution.
• The contractor’s contract manager/supervisor shall ensure that the security guards scheduled for this contract are properly trained in opportunity home procedures consistent with any opportunity home post orders received by the supervisor.
• The security guards must be in uniform at all times while on duty.
• Uniforms will be provided by the contractor and must be pressed
• The security guards must look professional.
• Proper identification shall be worn on their outer garment when on duty at any opportunity home facility.
• Hair and facial hair (where applicable) must be neat and well-trimmed.
• Hairstyle, makeup, and jewelry must be worn in a neat and professional manner. extremes of any kind will not be permitted.
• Security guards shall be knowledgeable of scope of service specification requirements and opportunity home post orders, once received, to ensure strict compliance with them is maintained.
• Security guards shall maintain respect and courtesy for employees, contractors, and residents, and maintain a high level of professionalism at all times
• Security guards shall not depart from assigned duty area until properly relieved. under no circumstances shall any assigned duty area be left abandoned without opportunity home prior approval
• Security guards shall be alert to the activity in the surrounding area of their designated post at all times.
• Security guards may use only the level of force that is objectively reasonable to protect persons from the imminent use of unlawful force, serious bodily injury, or death.
• Security guards shall report any visible or known maintenance problems to the opportunity home property manager, the maintenance emergency on-call staff member, or the maintenance emergency workorder phone number.
• In the event of a critical incident, the security guard or peace officer shall immediately notify law enforcement and obtain an incident number or police report number.
• All security guards or peace officers shall complete the daily activity report at the end of each shift, and shall ensure all activity occurring during shift is recorded to include, but not be limited to, any unusual and suspicious activity.
• Commissioned and non-commissioned security guards will report to post with the following equipment in good working order:
a. Flashlight
b. Handcuffs (chain or hinged)
c. Medical gloves suitable the prevention of transmission of pathogens found in bodily fluids
• Security guards shall only use desks or security cell phones for job related responsibilities and personal emergencies while on duty
• Security guards shall not provide transportation to or from opportunity home facilities for any clients or opportunity home employees.
- Security patrol guard checkpoint tracking system and electronic reporting:
1. Electronic device:
• Officers should use a smartphone or other electronic device to scan checkpoints and log their patrol routes.
• The information should be automatically sent to a central database and accessible to the director of security.
2. Improved accountability:
• The system should be capable of providing access to critical and accurate information that allows an analysis and detection of the effectiveness of the patrol routes and accountability.
• The report should provide the exact time each guard executed their tour, time intervals between the patrol scans which were completed and whether or not the patrols were deployed as requested by management.
• The system identifies trends, missed checkpoints and inspections.
• This information helps to eliminate redundancies and anything that decreases the effectiveness of the security patrols system and encourages accountability among security guards
• Opportunity home would validate guard tours, confirm the schedules and be able to track activity from a central database
3. Automation:
• The system should not require security personnel using the system to go through a rigorous process at each checkpoint.
• Every time they pass a point, they have to check in using any device provided by the security vendor (e.g., smartphone or other electronic device).
• The information should auto-populate the database immediately, securely and automatically.
4. Access to accurate history patrol logs:
• The guard tour system should provide accurate records of all security patrols.
• This includes every guard tour that has been executed since the implementation of the system
• Tracking historical data is critical to monitoring guards’ accountability and removing any ambiguities in the security patrol system.
5. Data analysis:
• The tracking system should be accessible to the director of security to monitor and analyze the data at any time
• Opportunity home staff should be able to track trends, patterns and guard activity constantly, without having the process take hours of staff time
• This provides a birds’ eye view of time intervals between patrols, missed and executed checkpoints, or similar information
• This system allows management to effectively manage multiple units and buildings through an improved use of data analysis.
6. GPS monitoring:
• A GPS monitoring and tracking system should be suitable for properties with a large geographic footprint.
• Staff would be able to pinpoint exactly where the guards are located during their patrols
• The GPS monitoring system should be accessible to the director of security
• This can increase accountability and reliability to ensure the security guards are patrolling as expected
- Opportunity home responsibilities:
• Provide the opportunity home director of security as the contract administrator.
• Provide designated opportunity home site representatives to act as points of contact on site.
• Approve or disapprove all security guards and review and resolve any request for change to opportunity home post orders.
• Opportunity home may conduct background checks based on information provided for each proposed security guard.
• This background check may include statewide criminal and sex offender records for all state counties and out-of-state counties based on the current and previous addresses of the applicant for the last seven years.
• The opportunity home director of security or designee will make random security inspections of security guard appearance and performance to ensure opportunity home contract requirements are being followed.
• The director of security shall also notify the contractor of security infractions in writing within 72 hours of the occurrence.
• Provide emergency contact information for security guards.
