The vendor is required to provide to engage a sewer pipe video firm or partnership specializing in condition assessments to perform a CCTV inspection and GPS reporting program.
- Notify residents and provide traffic control
• Prepare public notification for online media posting.
• Provide local notification to residents within work areas at least 48 hours in advance of cleaning and CCTV inspection activity, in the form of letters, door hangers, lawn and stake flags, etc.
• Identify locations where access to private property is required and provide a list of these addresses to the county prior to accessing the property.
• Notify affected residents as instructed by county staff prior to accessing sewers in rights-of-way within private property.
• There are obstructions on private property for access, coordinate with the residents and the county to have the obstructions removed or relocated.
• Regulate all traffic in working areas per the current edition of OTM book 7 -temporary conditions for work on roadways and submit a traffic management plan for approval prior to commencement of work.
- Perform sewer cleaning
• Perform root and solid debris cutting as part of the cleaning process where necessary.
• All stormwater infrastructure shall be pre-cleaned prior to inspection by the contractor.
• If three pass flushing does not allow inspection to be completed, a reverse set-up inspection is to be carried out from the opposite manhole.
• In cases where the complete length of pipe cannot be inspected (after inspecting from both ends) by the contractor due to debris or any other obstacles, the contract administrator shall be notified immediately.
• Contractors will be notified by the contract administrator where an inspection is to be carried out without prior cleaning.
• The contractor is responsible for securing water for the purpose of flushing. the county is not a municipal water authority and cannot supply potable water. the work may involve the taking of surface or ground water.
• The taking of surface or ground water in quantities in excess of 50,000 liters per day per source for these operations requires a “permit to take water”, which the contractor is required to obtain from the ministry of the environment.
• Alternatively, if the contractor wishes to draw water from a municipal water works, it is the contractor’s responsibility to obtain permission to do so from the municipality.
• The contractor is also advised that the transportation of water from one source to another is forbidden, in order to prevent the potential spread of zebra mussels and other exotic organisms.
• Flushing pressure is to be monitored and adjusted to meet the minimum pressure required to suite the need.
• The contractor will be held liable for damages to public/private properties for use of excessive water pressure and any other reasons.
• All field personnel are expected to communicate respectfully with homeowners.
• On discovery of evidence of cross contamination, and discovery of structural and operational deficiency requiring immediate attention, the contractor who discovered the evidence must immediately inform the contract administrator appointed by the county.
- CCTV inspections and manhole/catch basin inspections
• CCTV inspection and reporting is to be done in accordance with the most current editions of the Canadian standards association (CSA) standard defect coding and assessment method and the national association of sewer service companies (NASSCO) standards.
• Conduct quality assurance/quality control to ensure correct (CSA) standard coding for identified defects.
• Dip measurements for each storm maintenance structure shall be made by measuring from the top of frame to the invert of each inlet and outlet pipe as well as the sump floor as applicable.
• Measurement will be done by using a rigid measuring device.
• Dip measurements are to be converted to elevations.
- Perform GPS survey of manhole and catch basins
• Perform GPS survey of storm manholes and catch basins complete with local coordinates to be uploaded to the county of asset management system.
- Recommend a remediation strategy.
