The vendor is required to security guard provider that can provide security guard services throughout the division.
- The division has a requirement to maintain security guard services at the center for education, as well provide emergency and non-emergency call for service (as and when needed) response 24/7 throughout the division.
- Provides office and workstation space; switchboard, custodial and mailroom and receiving services; and conference room and training facilities for all division staff.
- General requirements
• Provide the required number of security officers to properly perform the specific duties outlined in the standing orders for each site and provide the equipment necessary for the efficient performance of services.
• The supplier shall monitor all security and alarm systems including, but not limited to, interior intrusion detection, entry access control systems as defined in the site’s standing orders.
• The supplier shall ensure that approved, fully trained and qualified back-up security personnel are available.
• Security personnel may make no arrests or detentions without the express consent or written instruction from the applicable division representative, except where expressly provided for herein.
• Security personnel shall not sign a complaint on behalf of the division.
• Security personnel shall be bonded by the supplier and shall obtain the required security clearance prior to commencing services, and at any time during which the services are being performed, the supplier shall be responsible to ensure that all security personnel, including substitutes and new security personnel, have undergone the security clearance required by the division and its clients before being assigned to a site.
• The supplier shall at all times comply with the private investigators and security guards act, as well as all other applicable municipal, provincial and federal legislation and regulations, applicable to the province in which services are provided.
- Details of work
• The supplier shall furnish all agreement oversight management, supervisory and trained personnel, uniforms, equipment, materials, and supplies necessary to provide routine and emergency security protection and support services required by the agreement.
• This includes, but is not limited to, security patrols, entrance control, personal escort duties, parking lot control, law and orders duties as determined by governing legislation and security and fire safety surveillance.
• The supplier shall ensure and maintain the safety of the public, building occupants and the property from fire, bomb threats, theft, vandalism, trespassers, accidents and other security related threats.
• The supplier shall provide continuity of service during any strike, threatened strike or work stoppage or other interference with normal operations.
• The types of service coverage required shall be categorized generally as follows:
o Static security guard - stationed at a specific location for a scheduled or unscheduled amount of time;
o Mobile patrol guard - response to an incident, alarm, trouble with persons, building check;
o Event security - stationed at site for a scheduled event i.e. concerts, sporting events; and
o Emergency and non-emergency call for service (ad hoc or single event guard services for locations listed within the scope and all other division locations as required).
o *This coverage may require or include any of the service coverages listed above (1 to 3), at the request of the division and in consultation with the supplier.
- Guards must be able to perform normal or emergency duties requiring moderate to arduous physical exertion such as:
• Standing or walking for an entire shift;
• Climbing stairs and ladders;
• Lifting or carrying objects weighing up to fifty (50) pounds;
• Running for short distances,
• Basic self-defense;
- Guards should also exhibit the following attributes or characteristics:
• Mature judgment.
• Honesty and integrity
• Reliability and dependability.
• Tactfulness and self-control.
• Ability to observe, recall, and report.
• Ability to retain composure and perform under pressure, and to know when to call for assistance.
• Ability to meet and deal effectively with the tenants, the general public and other suppliers or agencies.
• Ability to give instructions clearly and concisely, firmly but diplomatically.
• Ability to provide excellent customer service.
