The vendor is required to provide from interested companies to supply, install and configure the (parking and access control systems) PACS equipment for the facility.
- The city will select PACS to establish a robust and efficient solution to manage parking operations, enhance security and optimize revenue generation.
- Design requirements
• Furnish and install two identical on-line, cloud-based parking access control systems (PACS)
• Parking control equipment manufacturer to design and engineer the entire PACS, including controls, connections and anchorage to building structure, making necessary additions and modifications to PACS manufacturer's standard details as may be required to comply with specified performance requirements, while maintaining the basic design concept. the coordination of attachments must be made with a structural engineer prior to final design of attachments and coordination of attachments during the sequence of building construction may be necessary in advance of PACS installation.
• The PACS shall be an open API architecture system: vendor independent, non-proprietary, cloud-based system with device design based on official and/or popular standards.
• It shall have non parking access control system (PACS) proprietary, USB components and allow vendors to create add-on products that increase the PACS (or devices) flexibility, functionality, interoperability, potential use, and useful life.

- System description
• Two (2) complete identical systems of PACS must have the capabilities described in this document, any variation must be noted and documented.
• Summary of PACS and supplementary equipment:
o Barrier gates (four)
o Two entry kiosks
o Two exit kiosks (must be capable of cash transactions)
o Central management software for two identical PACS
o Mobile application
o Payment card industry requirements.
o LPR compatibility
o Training of owner's designated personnel in the operation maintenance and repair of equipment.
o Parts warranty for a minimum of one (1) year to begin after substantial completion.
o Adequate inventory of on-site spare parts to allow for self-maintenance of equipment by owner.
o Manufacturer installation requirements.
- Central management software:
• The central management software (CMS) will be cloud-based, and the number of concurrent, active sessions shall not be limited.
• Central management software (CMS) should not require the need to install software or licensing on any computer or tablet.
• The system must have the ability to provide an accurate count of the number of cars and spaces available.
• System must have an availability and uptime of 99.9%. software updates and upgrades required for the life of the system must be included and shall not interfere with the operation of the system.
