Flushing and CCTV Inspection Program Services

The vendor is required to provide flushing and CCTV inspection program services.
- The city of department manages approximately:
• 324 km of storm sewer mains
• 4,400 catch basins
• 3,300 manholes
• 300 outfalls, outlets, and inlets
- Each year, the department typically completes:
• Flushing and CCTV inspection of ~5 km of storm mains and catch basin leads
• Inspection of ~250 catch basins and manholes
- This work is generally carried out under the following programs:
• Annual CCTV and flushing program (1 program)
• Road rehabilitation design (5–10 project areas)
• Reactionary inspections (5–10 occurrences)
- Site management
1. Pre-inspection and site preparation
• The contractor shall conduct a pre-inspection site visit to familiarize themselves with the CCTV project area, including the location of sewers and manholes, flow direction, and access conditions within public rights-of-way and utility easements. 
• A temporary traffic accommodation plan must be prepared in accordance with the current city of medicine hat temporary traffic control manual (available on the city’s website).
2. Traffic and public safety 
• The contractor is responsible for ensuring public safety throughout all phases of the work. 
• Upon approval of the traffic accommodation plan by the municipal works department, the contractor shall coordinate all required signage, barricades, and detours. 
• Traffic accommodation plans must be submitted to the municipal works department at least four (4) business days prior to the scheduled work.
3. Private property access 
• If access to private property is required, the contractor and the city will collaborate to obtain permission. 
• Adequate notice must be provided, including contact information for the on-site contractor and emergency phone numbers in case of issues during the project.

• Annual CCTV and flushing program
o Field work: to be completed by November 30
o Submission of all deliverables: by December 31
• Road rehabilitation design
o To be completed within 30 days of receiving the scope for the subject area.
- Measurements and payments
1. Storm sewer flushing – 2 passes, including vac truck
• Storm sewer flushing shall be measured in linear meters, based on two (2) passes along the main line.
• Flushing must achieve a minimum flow rate of 4.0 liters per second at a pressure of at least 13,800 kPa (2,000 psi).
• Traffic accommodation requirements for arterial versus collector, local, or green space areas shall be reflected in separate unit items. payment for these requirements is included in the per-meter flushing rate.
2. CCTV inspection – mains
• CCTV inspection of mainline pipelines shall be measured in meters, based on chainage indicated in the video.
• Measurement extends from the center of one drainage structure to the center of the next structure or the pipe outlet.
• If inspection is terminated due to blockage, collapse, or inaccessibility, only the actual length inspected, as shown by the video chainage, will be measured.
• Traffic accommodation requirements for arterial versus collector, local, or green space areas shall be reflected in separate unit items.
• Payment for these requirements is included in the per-meter CCTV inspection rate.
3. CCTV inspection – CB leads
• CCTV inspection of CB lead pipelines shall be measured in meters, based on chainage indicated in the video.
• Measurement extends from the center of one catch basin (CB) structure to the center of the receiving drainage structure, mainline pipe, or pipe outlet.
• The average CB lead length is approximately 13.5 meters.
• If a CCTV inspection is terminated due to a blockage, collapsed pipe, or inaccessibility, measurement shall be in meters based on the actual length inspected, as indicated by the chainage on the video recording.
- CCTV inspection equipment
• The CCTV contractor shall provide all equipment and materials necessary to conduct the inspection as specified herein.
• The CCTV equipment shall have a self-contained camera and monitoring unit connected by cable. it must be waterproof and be capable of lighting the entire pipe.
• Picture capabilities must be of quality to show the entire pipe periphery and display accurate colors.
• There must be the capability of providing measurements within the line to an accuracy of 0.1% or 0.3m, whichever is greater.
• Video resolution must be equal to or exceed a minimum resolution of 600 lines with a NTSC size of 720 x 480 at a frame rate of 29.97 frames per second. showing the entire periphery of the pipe.
• Recorded picture quality and definition shall be to the satisfaction of the city. 
• The following capabilities and items must be available:
o Direct voice communication.
o A camera towing service or crawler mounted solid state camera.
o Self-contained electrical power.
• Position camera lens centrally in the pipeline with a positioning tolerance of +- 10% off the vertical centerline axis of the pipeline.
• The camera's rate of progress shall be uniform during inspection and shall be capable of the following limits:
o 0.10 m/s for pipe diameters less than 200 mm.
o 0.15 m/s for pipe diameters 200 mm and larger but not exceeding 310 mm.
o 0.20 m/s for pipe diameters exceeding 310 mm.
• Camera to be able to be stationary when panning and tilting defects or pipe features.
• Cameras used for inspecting CB leads (150mm to 300mm) must be capable of allowing the CCTV operator to code and score defects as well as provide accurate distance measurements. 
• A 360-pipeline inspection system may be accepted as an alternative to traditional CCTV inspection cameras.
