The vendor is required to provide proactive security monitoring services and equipment to support the surveillance of existing and newly installed cameras (installed by the selected vendor) across various city locations, including libraries and parks.

1. Pre-installation and installation services
• Conduct assessments at each location to determine equipment and installation needs.
• Provide installation services, including necessary hardware and software, for each site requiring new cameras or equipment.
• Configure equipment, train city staff on system use, and provide recommendations or vendors shall use existing cameras where feasible to minimize additional installations.
2. Existing infrastructure and facility needs for proactive monitoring
• Include any additional optional locations and associated pricing for future installations.
3. Infrastructure
a. City responsibilities:
• Provide data connections where available.
• Supply storage space for necessary equipment, including network and video recording hardware.
• Provide project manager
b. Vendor responsibilities:
• Provide reliable internet connectivity sufficient to support real-time monitoring and video transmission for any locations where city data connections are not available.
• Include all associated costs for connectivity (e.g., cellular data plans, equipment) in the pricing proposal.
• Ensure remote management and on-site support for camera hardware.
• cameras must support resolutions of 1920 x 1080p or higher.
4. Monitoring services
a. Proactive monitoring:
• Provide real-time monitoring services (up to 24/7) for both city-provided and vendor provided cameras.
b. Technology and human oversight:
• Employ AI, algorithms, and software to assist monitoring efforts.
• Ensure live personnel are available to issue spoken warnings and address real-time activity.
• Include live spoken warnings and pre-recorded announcements as part of the solution.
c. City protocols:
• Collaborate with the city to develop enforcement protocols, including escalating announcements, contacting security guards, local law enforcement, or emergency services.
• Detail any additional costs associated with these protocols.
d. Availability:
• Provide flexible monitoring schedules, including 24/7 availability.
5. Data and software requirements
a. Data retention:
• Store video recordings for a minimum of 30 days, with a preference for 60 days or more.
• Offer both on-site and cloud storage options.
b. Software capabilities:
• Record footage continuously with markers for motion and detection of persons, objects, or vehicles.
• Provide user-friendly software for accessing, exporting, and searching video footage.
