The Vendor is required to provide unarmed security services for comprehensive after-hours for all District sites.
- Services shall include but are not limited to patrolling school grounds, securing buildings, monitoring for unauthorized access, and responding to alarms or security incidents.
- Provide security services for school events as needed.
- Provide two unarmed, uniformed guards and two marked patrol vehicles to deliver security services during the following hours:
• 24 hours per day on weekends and district holidays
• Midnight to 5:30 AM (0000-0530) and 5:30 PM to Midnight (1730-2400) on school days
• Schedule is per the board approved district calendar
• The district reserves the right to adjust schedules for security personnel as needed.
• The district has the right to terminate any security personnel officer for any cause.
- Security Personnel Responsibilities
• Routine patrols of school campuses and district properties.
• Comprehensive foot and vehicle patrols of all 18 district schools and five support sites.
• Access control at school entrances and district facilities.
• Ensuring all doors, gates, and windows are secured.
• Emergency response and incident management in coordination with district personnel and law enforcement.
• Enforcement of district policies and procedures related to security and safety.
• Surveillance, monitoring, and reporting of suspicious activity.
• Security presence at school events, board meetings, and other district functions as needed.
• Responding to all alarm calls and requests for assistance within 30 minutes.
• Identifying and reporting damage due to burglary, vandalism, or natural causes such as wind or rain.
• Confronting and questioning trespassers in a professional manner.
• Ensuring all systems, including utilities, alarms, and security panels, are operating properly.
• Providing security oversight for contractors working after hours or on weekends under district authorization.
• Providing assistance to district staff who are on-site after hours, ensuring their safety and securing facilities as they enter or exit.
• Supporting designated education partners authorized by district while they are on district property, ensuring compliance with district safety policies.
- Personnel Requirements
• Background checks and fingerprint clearance as required by law.
• Valid security guard certification/license in compliance with state laws.
• Professional appearance and adherence to district dress code for security personnel.
• Active guard card, verified annually by the contractor, with written verification sent to the district.
- Contact & Dispatch Requirements
• Must provide a trained, local area contact person to handle all project details.
• This contact person must be on-call 24/7 and must be a dispatcher, not a security guard.
• The dispatcher will act as a liaison between security personnel and district staff
• Must provide the name and phone number of the designated contact person in the proposal.
- Equipment & Technology
• Must supply all necessary equipment, including radios, uniforms, and flashlights.
• Security personnel may be required to use district-provided communication devices
• Vehicles must be marked, well-maintained, and equipped with amber-colored strobe lights.
• All personnel must have a communication device, such as a cell phone, to stay in contact with dispatch, law enforcement, and district staff.
• Security personnel must carry a digital camera to document incidents, if needed.
• Provide two (2) dedicated armed patrol/alarm response officers and two (2) dedicated patrol vehicles for services Monday through Friday between the hours of 10:00 pm and 6:00 am for all identified district-owned campuses and properties.
• All armed patrol and alarm response officer services provided for more than 8 hours in a shift will be billed at an hourly rate for overtime of
• Provide two (2) dedicated armed patrol/alarm response officers and two (2) dedicated patrol vehicles for services Saturday through Monday morning, starting Saturday morning at 5:30 am through Monday morning at 5:30am for 24 hours.
• Provide officers for 8 hour shifts for all identified district-owned campuses and properties.
• All armed patrol and alarm response officer services provided for more than 8 hours in a shift will have to be preapproved by the client.
• Proactively monitor surveillance cameras as made available by the district, provided that patrol and alarm responses take precedence.
• Officers will respond to alarms and investigate any suspicious persons or activities.
• Officers will complete and submit detailed reports of their findings to district administration.
• Conduct campus and vehicle patrols as agreed upon for the above-mentioned campuses only.
• Work directly with district administration as well as local law enforcement agencies on issues related to security and public safety for district properties.
• Provide additional security services to the district upon request.
• Additional services will be billed at the rate listed in the “additional ‘on-call” reflected by the specific services being requested.
• Provide uniformed armed officers for board meetings. Officers requested will be billed with a required four (4) hour minimum
• Provide patrol/alarm response coverage on federal holidays at the listed base service holiday hourly rate.
• Officer services requested with less than 24-hour notice, will be billed at an hourly rate based the base services listed price.
• Provide a CCW officer within the district when requested.
• The CCW officer can be requested to be in plain clothing or be in uniform.
• This is a specialty service that is requested by the client.
• Provide a fire watch officer when requested within the district at a rate based the base services listed price.
• Any requests for mandatory appearances or subpoenas related to district activity will be billed at base hourly rate.
• Any requested coverage for shifts within the district lasting more than 8 hours per shift in length, will be billed accordingly at the overtime rate as listed in the base services provided and must be approved by the district.
