The vendor is required to provide security services include:
• A dispatch that operates twenty-four hours a day, seven days a week, and three hundred and sixty-five days a year (24x7x365)
• A supervisor or manager available 24x7x365
• Dispatchers and guards 24x7x365
- Security dispatch
• Provide security dispatch operations 24x7x365.
• This includes providing the dispatch as well as providing dispatchers that operate 24x7x365.
• The district requires the dispatch to be the first point of contact for district security operations.
• The dispatch shall be reliable in answering phone calls, triage the same and perform necessary actions, contacting the office to communicate critical information, document calls, reactions and maintain a log of maintenance issues with the district’s fire and security systems.
• The security dispatch shall monitor all current video feeds. currently, video feeds are provided via the district owned Genetec system as well as bay alarm, and Kastle systems.
• The security dispatch shall answer all alarm calls and coordinate a response with guards.
• Video, burglar and fire system alarms will be directed to the security dispatch.
• The security dispatch shall answer and coordinate necessary responses to all requests that come through the dispatch via phone calls, e-mails, and any other method used to communicate requests.
• Security dispatch responses shall be provided as early as possible, and they shall not exceed the following timeframes: investigative requests: 1 hour; pre-scheduled guard detail requests: 4 hours.
• Their supervisor or manager available to office 24x7x365.
• The first point of contact, for any communication other than normal dispatch, for office for all matters, including but not limited to, district facilities, district employees, district contractors, district customers, other government agencies, security dispatch services, security guards, and the security contract.
- Security guard patrol
• Provide guards for proactive patrols and response to security related issues 24x7x365.
• Office will set a prioritized list of land and facilities for guards to patrol.
• The list will be periodically reviewed and modified, as necessary.
• The initial required shifts of the proactive patrols will be:
o Guards to fill a patrol position (patrol 1) 24x7x365. this requires approx. 200 hrs. per week.
o Guards to fill a second patrol position (patrol 2) on weekends. this requires approx. 80 hrs. per week.
o Additional pool of agency onboarded guards that are capable and certified to perform the same duties as assigned guards.
o On an ad hoc basis guards may be requested from the pool to work security details that can vary in length from a few hours, to days, to weeks, to months.
• Security personnel may be asked to perform any of the following tasks, the below list is only indicative and not exhaustive:
o Respond to all reported incidents (fires, suspicious person, and vandalism).
o Provide alarm response and investigation for all facilities.
o Provide fire watch for customers or district facilities that don’t have water flow.
o Provide access control for employees who request assistance with access card systems, burglar alarm systems, video alarm systems, and locks.
o Provide security for public events such as workshops and board meetings.
o Provide escorts for employees that work in areas there are security concerns.
o Conduct vehicle and foot patrols throughout district’s property to detect signs of suspicious or illegal occurrences and unsafe or dangerous circumstances.
o Be a visible presence on district’s property to deter and prevent crime or illegal activities.
o Record and collect evidence (e.g., target license plates, if possible, pictures, videos, descriptions etc.) of vehicles, recreational vehicles and similar, lingering on or unlawfully camping on district’s property.
o Conduct inspections to ensure vehicle gates, building doors, and vehicle doors are locked.
o Patrol facilities to make sure that accesses are locked and properly secured, and no unauthorized persons are occupying the facilities.
o Ensure the security, safety and well-being of all personnel, visitors and district’s property.
o Report any unsafe or dangerous condition or circumstance to security dispatch, district’s designated personnel and local government agencies.
o Report unusual or suspicious activities to security dispatch, district’s designated personnel and local government agencies.
o Complete and submit daily reports, record observations, information, occurrences, and surveillance activities.
o Perform ad hoc services of the same general nature as requested by the district’s designated personnel.
- Personnel replacement
• The prompt removal and replacement of any security officer it determines, at its sole discretion to be unacceptable for any reason.
• The district’s determination of unacceptability shall be final and not subject to appeal.
• The district will provide a written statement to the contractor within ten (10) business days documenting the reason for any such determination.
- Uniform requirements
• It is expected that security companies provide all uniforms and required equipment at no charge to the district.
• Call-out and identify any exceptions to this expectation. proposals shall include a description of the regular uniforms that each guard will be provided, for both inclement weather (coats or jackets, sweaters, raincoats, umbrellas, rain boots, hats and helmets) and Fairweather conditions.
• Long and short-sleeved dress-style uniforms are required.
• A professional appearance in a well maintained and properly worn uniform is required at all district locations.
• All uniforms shall display patches identifying the contract security services provider.
• Provide replacements for worn or damaged uniforms.
• The district shall have final approval of all uniforms and vehicle markings.
- Security handbook
• A security handbook must be distributed to each guard assigned to the district and to each district’s designated personnel.
• The security handbook includes description of duties, maps of the area of competence, district’s relevant contacts, evacuation plans, emergency drill procedures, visitor acceptance protocol, incident reporting, response instructions and other pertinent operating procedures.
