The Vendor is required to provide security design consultant to lead the multi-phase modernization of security systems at the agency over the next three years.
- Providing subject matter expertise and design guidance across key security investment areas, including:
• Video Surveillance (VMS) and camera systems
• Access control, credentialing, and intrusion detection systems with VMS integration
• Security Operations Center (SOC) modernization
• Bollard replacement and perimeter hardening
• 2-way radios and repeater system optimization
• Magnetometers, frictionless screening technologies, crowd control tools, and Xray equipment
• Systems integration strategies that improve end-user functionality and maximize existing staff resources through force-multiplying technologies
1. Assessment and Strategy
• Evaluate all existing security systems at Kia Center
• Assess performance, coverage, interoperability, and compliance with current regulations and standards
• Identify gaps and opportunities for modernization
• Deliver a strategic roadmap that:
o Aligns Kia Center upgrades with long-term venue plans
o Supports interoperability across Camping World Stadium and other future facilities
o Includes budget-conscious upgrade pathways and prioritization strategies
2. System Design
• Develop product-agnostic, scalable system designs for:
o Access control
o Video surveillance (CCTV)
o Security Operations Centers (SOC)
o Perimeter hardening (bollards, fencing, vehicle barriers, etc.)
o Emergency communication (PA, intercom, duress alarms, notification systems)
o Radio communications
o Security screening technologies (e.g., Weapons detection systems, x-ray screening, etc.)
• Ensure all designs are:
o Compliant with NFPA, ANSI, NIST standards
o Compatible with local building and safety codes
3. Procurement and Vendor Support
• Create technical specifications and system descriptions to support RFP development
• Assist in the vendor selection process by:
o Participating in technical evaluations
o Validating proposed solutions for compatibility and integration
o Supporting the alignment of selected vendors with City infrastructure goals
4. Implementation Oversight
• Provide QA/QC oversight during the deployment phase
• Ensure system capabilities are fully configured and tested to meet design intent
• Support the handoff to operations with complete documentation and system training
• Remain available for technical support throughout installation
5. Future-Proofing
• Deliver plans that ensure scalability and expansion for:
o Camping World Stadium
o Other City of Orlando venues and future projects
• Provide ongoing guidance related to:
o Technology lifecycle and system sustainability
o Recurring maintenance costs
o Long-term operational budgeting and support strategies.
