The Vendor is required to provide for access security system and support services.
- Project Objectives:
• To upgrade and integrate door access control and surveillance camera systems into a single, unified platform.
• To enhance security with on premise or cloud-based camera storage, advanced Abased analytics, and smart access control features.
• To ensure the system is scalable, future-proof, and provides centralized management for surveillance door access control, card issuance, and management.
- Door Access Control System:
• Provide a complete access control system for facility doors, including all hardware, software, and licenses necessary for operation.
o Management Platform: The access control system must be managed alongside the camera system in a unified "pane of glass" software interface, ensuring centralized control and management.
o Wiring, Electric Strikes & Mag Locks: These items need to be evaluated on a building-by-building basis for compatibility and compliance. Some may need to be replaced, and some may be utilized as-is.
o System Features: The access control system must include features such as role-based access, time-based restrictions, remote unlock capabilities, audit & event logging, and integration with the camera system for incident response and investigation. Software must have reporting capabilities that include scheduled reports and exportation of data to commonly used database programs such as MS Excel.
- Surveillance Camera System
• Provide surveillance cameras, which must be fully integrated with the access control system. Interior and exterior cameras will be identified per building.
• Camera features: the camera system must include advanced analytic capabilities such as facial recognition, object detection, motion analytics, and suspicious behavior recognition.
• Cloud-based storage option: the camera storage system must have the ability to be cloud-based with the option to also store locally.
• County prefers to use local storage for video footage and faster playback times. In the future, we may choose to store videos in a cloud-based storage system.
• Existing infrastructure: each facility has interior and exterior cameras, some of which are digital and some analog. Our goal is to improve exterior and interior coverage by adding views that will better provide security staff with situational awareness and incident investigation capabilities
• Camera placement & types: cameras should be placed in existing camera locations as direct replacements or add new cameras and replace existing cameras to meet video surveillance objectives. Where possible, reduce camera count by using devices with expanded fields of view.
- System Integration and Management
• Unified Management Platform: The door access control system and surveillance cameras must be integrated into a single platform for ease of management. The platform should allow multiple operators to monitor doors and cameras, configure access levels, generate reports, review video footage, and receive real-time alerts.
- System Scalability: The proposed systems should be scalable to allow future expansion or integration with other courthouse security systems, if needed. - General Software Requirements: Client software must be compatible with Microsoft Windows operating systems running Windows 11 Pro Server based software should be compatible with the latest versions of Microsoft SQL and Microsoft Server. Browser based user interfaces should be compatible with Microsoft Edge, Google Chrome, and Firefox. Provide system software/firmware updates and upgrades.
- Perform remote software diagnostics on the access security system within four (4) hours of notification.
