The Vendor is required to provide security guard service companies to supply professional uniformed static guard, mobile guard patrol, and event security guard services at various locations within the township on an “as and when” required basis.
- The Services shall include all labor, supervision, management, overhead, materials, supplies, services, equipment, transportation, foreign, federal, provincial and municipal taxes and duties of whatsoever kind and all other things and activities necessary for or incidental to the commencement
- Services may include, but not be limited to:
• Mobile uniformed security guard patrols in marked vehicles.
• Onsite static uniformed security guards.
• Enforcing laws and bylaws with members of the public.
• Inspecting sites to ensure they are safe and secure.
• Performing fire watches.
• Contact emergency services, as needed.
• Rapid response for site emergencies.
• Provide photos and reports at the end of each patrol or shift.
- Must be available to provide these Services 24 hours a day and 365 days a year, including overnight, weekends and holidays.
- Static guard service may include:
• Patrolling active sites and enforcing site rules or reporting issues to site staff.
• A static watch in a single location to monitor activities.
• Patrolling closed or vacant sites to monitor for illegal activities and trespassing.
• Providing a security presence to reduce illegal or undesirable activities at sites.
• Performing fire watch patrols if a site’s fire monitoring system is inactive.
• Monitoring contractors on site after hours.
- The guard may be expected to enforce site rules and must contact emergency services for major issues and illegal activities.
- The Township will not tolerate excessive electronics use, headphone use, uncovered breaks, sleeping or unexplained absences.
- Mobile Patrol service may include:
• Patrolling closed or vacant sites to monitor for illegal activities and trespassing.
• Providing a security presence to reduce illegal or undesirable activities at sites.
• Checking buildings to ensure doors are locked and building security systems are active.
- Once on site, the guard must park their vehicle and walk the site, taking notes and photos of any issues or suspicious activities. The guard must contact emergency services for major issues and illegal activities.
- A mobile patrol shift is 30 minutes, unless otherwise requested. The guard must remain on site for the full 30 minutes.
- Event security services may include:
• Site protection and overnight watch.
o Patrol and monitor event sites before, during, and after events to protect municipal property, staging, tents, and equipment.
o Maintain a visible presence overnight to deter theft, vandalism, or unauthorized entry.
o Operate without access to electricity or lighting; guards must be equipped with flashlights and PPE for low-light, remote, and inclement conditions.
• Event patrols and crowd monitoring.
o Patrol active event sites with attendance exceeding 30,000 people, maintaining situational awareness of crowd movement, safety hazards, and potential disturbances.
o Watch for unsafe behavior, help direct attendees to exits or first aid, and coordinate with event organizers, campus, fire, and first-aid personnel as required.
o Report emergencies or significant incidents immediately via radio or cellphone (if available) to the township’s representative.
• Alcohol control and access points.
o Monitor for illegal alcohol consumption in public areas outside of designated licensed zones.
o Supervise entrances and exits to ensure alcohol remains within the licensed event area and to prevent attendees from bringing outside alcohol into the event venue.
o Support township staff or campus as directed in enforcing liquor control and licensing act requirements.
• Gate and perimeter security.
o Control access to restricted areas such as staging, vip, or equipment compounds.
o Monitor vehicle gates and pedestrian entry/exit points and verify credentials where required.
o Prevent unauthorized entry and report any breaches immediately.
• Attendance and activity tracking.
o Record approximate attendance numbers at specified intervals or operate manual or electronic counters if provided.
o Provide summary attendance data and any incident notes as part of the required post-event report.
• Communication and coordination.
o Maintain communication with the township’s event command centre or designated site lead by two-way radio or alternated method supplied by the contractor.
o Immediately report emergencies, injuries, or significant incidents.
o Participate in pre-event briefings and follow event-specific operational plans.
