The vendor required to provide uniformed security guard services which will include mobile alarm response, scheduled and on-call mobile patrol and foot patrol guard services and well as services.
- Mobile alarm response
• Provide first response to intrusion alarms at city facilities and sites as directed by the city’s monitoring station
• Keys and codes will be provided to the successful bidder.
- Scheduled and on call mobile patrol
• The city of requires scheduled mobile patrol of property’s complete with facility checks as required by various city departments as well as on call mobile patrol service as needed.
- Foot patrol and static guard services
• Days and hours will be arranged, as required by various departments.
• Foot patrol guard services must be done on foot (not from a vehicle).
1. Municipal parking services
• Waterfront district (approximately 8,760 hours)
o Escort loiterers or those who shouldn’t be in the out
o Assist customers that get stuck at the gates
o Have a basic understanding of how to use the machines in order to assist customers having problems
o Report malfunctioning equipment
o Issue parking tickets to vehicles that have not paid for parking (training and equipment to be provided by the city)
- Parks and open space division
• Services for the parks and open space division will include various locations within the city including, but not limited to marina park, park (seasonal), conservatory, cruise ship terminal and falls (seasonal).
• Approximately 10,000 hours of security guard service will be required as various parks and open space vision locations, but these amounts may vary upwards or downwards.
• Hours are based on pre-covid estimations.
• Guards working at city operated campgrounds are to have received training related to, and be proficient in the following areas:
o Customer service skills
o Basic first aid
o Dealing with groups or individuals who may be under the influence of drugs or alcohol
o Use of force
o Location tracking and check point tracking technology and hardware. real time tracking
• Basic duties include:
o Regular foot patrols of the campground to observe camper behavior and compliance with general campground rules
o Access control – ensure that only registered campers stay in campground
o Traffic control – ensure authorized vehicles only in campground areas
o Crowd control
o Assist pre-registered campers who arrive late to find their campsite
• Other duties specific to park:
o Assist guard(s) assigned to weddings being held in the park where alcohol is being served to guests.
• Guards working at marina park are to have received training related to, and be proficient in the following areas:
o Customer service skills
o Basic first aid
o Dealing with groups or individuals who may be under the influence of drugs or alcohol
o Removal of groups or individuals from the park
o Use of force or tactical training
o Location tracking and check point tracking technology and hardware. real time tracking.
• Basic duties include:
o Regular foot patrols at marina park landing as well as the boater services area including all piers and docks to protect boats docked in the marina
o Access control – ensure that only registered boaters or guests are within gated areas of the docks in the marina
o Traffic control – ensure only authorized vehicles are parked in boater parking areas and enforce parking restrictions as required throughout the entire park.
o Issuing parking tickets and violations
o Check point tracking throughout the park.
o Reporting incidents to police and supervisor.
